Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).
AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

Job Description:
Job Summary:
AFGA is implementing reproductive health and family planning services in close collaboration with the MoPH and with the financial support of UNFPA-Afghanistan. The project aims to enhance access to comprehensive reproductive health services, focusing on the prevention and treatment of obstetric fistula at the national level.
The Obstetric Fistula Technical Specialist will be responsible for providing overall technical support for obstetric fistula activities, specifically assisting the MoPH’s RMNCAH department and AFGA. The incumbent will be involved in technical leadership and coordination for the development of Afghanistan’s first National Obstetric Fistula Guideline. The Specialist will work closely with UNFPA, MoPH, Malalai Maternity Hospital, national clinical experts, and relevant partners to ensure that the guideline is evidence-based, contextually appropriate, and aligned with international standards.
The incumbent will also play a key role in capacity building, supporting training initiatives for healthcare providers involved in obstetric fistula prevention and treatment.
Responsibilities and scope of work:
Technical Leadership and Coordination:
- Lead and coordinate the national process with the relevant stakeholders for developing the National Obstetric Fistula Guideline.
- Establish, organize, and support a National Technical Committee. This will include key stakeholders, such as representatives from MoPH, obstetricians/gynecologists, surgeons, midwives, nurses, and development partners.
- Facilitate and document regular technical working group meetings. Guide the development process of the guidelines to ensure that it’s comprehensive, evidence-based, and aligned with national and international standards.
- Preparing a technical report of all the technical and coordination meetings for the activities.
- Ensure inclusive participation and consensus-building among national stakeholders.
Guideline Development:
- Conduct a comprehensive review of global and regional obstetric fistula guidelines, including WHO recommendations and best practices, to ensure the development of guidelines is standard.
- Draft Afghanistan’s first National Obstetric Fistula Guideline, covering:
- Prevention of obstetric fistula
- Early identification and referral of obstetric fistula
- Clinical management and surgical repair of obstetric fistula
- Post-operative care and follow-up of obstetric fistula
- Psychosocial support, rehabilitation, and reintegration of obstetric fistula cured individuals.
- Infection prevention and quality of care standards of obstetric fistula treatment.
- Ensure the guideline is aligned with WHO standards, while being adapted to the Afghan health system, service delivery platforms, and available human resources.
- Integrate referral pathways linking community, primary, secondary, and tertiary levels of health care.
Quality Assurance and Validation:
- Incorporate feedback from national stakeholders, UNFPA, and technical partners into successive drafts.
- Ensure clinical accuracy, clarity, and practicality of the guideline for use by health professionals at different levels.
- Support the national validation process, including final technical review and endorsement.
Language and Accessibility:
- Ensure the final guideline is produced in English and support accurate translation into Dari and Pashto, maintaining technical consistency across languages.
- Review translated versions to ensure fidelity to the original technical content.
Documentation and Reporting:
- Prepare and submit a clear workplan and timeline for guideline development.
- Submit draft and final versions of the guideline according to agreed milestones.
- Provide brief progress reports to the UNFPA Afghanistan Country Office.
Job Requirements:
- Master’s degree or specialization in Obstetrics/Gynecology from a recognized medical university.
- 10 years of proven experience in technical roles focused on reproductive health interventions.
- Strong communication and writing skills in English, Dari, and Pashto languages.
- Proficient in writing clear and effective reports.
- Ability of developing activities plan for high scale improvement process.
- Understanding the country's health system and context.
- Skills for stakeholders' capacity building on relevant technical issues.
- Ability to conduct a field visit for the purpose of conducting capacity and quality assessment.
- Ability to conduct a field visit for ongoing activities monitoring along with other stakeholders (UNFPA and MoPH).
