About Afghan Post State Own Corporation:
Postal services in Afghanistan have a history of more than a century. These services were first laid in 1870 for the first time during the reign of Amir Shir Ali Khan, which witnessed significant ups and downs due to changes in the political, social and cultural spheres. Job Description:
Job Purpose
lead and manage GPS Locker national project operations and technical teams, ensuring uninterrupted 24/7 system monitoring, effective coordination between headquarters, control rooms, and border sites. This role serves as a critical link between operations and technology, requiring strong management and in-depth technical understanding of GPS locker tracking system and platform, data workflows, and relevant IT infrastructure.
Key Responsibilities
- Oversee the overall implementation, operations, and optimization of the GPS Locker system and associated IT infrastructure.
- Approve, and enforce Standard Operating Procedures (SOPs) for GPS locker tracking and monitoring systems and associated IT infrastructure.
- Contribute to project planning, budgeting, and resource allocation, ensuring system deployment aligns with operational and strategic objectives of the project.
- Ensure continuous and reliable operations across Primary (PR), Disaster Recovery (DR), control rooms, and border sites.
- Provide daily leadership and supervision to HQ technical team, control room IT technicians, site supervisors, and system operators.
- Participate in and represent the project in official meetings with senior management and project stakeholders.
- Coordinate closely with customs and transport authorities, and other key project stakeholders.
- Oversee business continuity and disaster recovery readiness, ensuring synchronization between PR, DR, and backup sites.
- Conduct periodic operational risk assessments and implement mitigation measures.
- Approve system access levels and enforce role-based access control (RBAC).
- Monitor operational KPIs, system alerts, incidents, security events, and compliance reports.
- Work closely with Software, Network, and System Engineers to ensure platform uptime, data integrity, and reliable device communication.
- Monitor system dashboards, API data flows, and device telemetry to identify performance issues.
- Oversee and support testing of new firmware, APIs, and software updates prior to production deployment.
- Review, validate, and approve operational changes that may impact monitoring center performance.
- Ensure high standards of system availability, data accuracy, and service quality.
- Approve operational reports, corrective actions, and improvement plans.
- Lead incident response, escalation, and post-incident reviews for operational or system failures.
- Oversee inventory management, device deployment, and logistics planning for GPS lockers.
- Ensure staff training, performance evaluation, compliance, and discipline.
- Prepare and submit regular operational status reports and risk assessments to senior management.

Job Requirements:
- Bachelor’s or Master’s degree in Computer Science, Software Engineering, IT Management, or related field.
- With master degree minimum 5-years of proven experience and with Bachelor’s degree minimum 7 years of proven experience in IT management and large-scale project implementation at national or international levels.

- Fluency in Dari, Pashto, and English.
