The Organization of Human Welfare (OHW) is a non-governmental organization and is non-political, not-for-profit, and impartial organization with no bias towards a particular religion, ethnicity, or political belief. It has its own independent legal status and entity. OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.
Job Description:
Job Summery & Purpose:
The incumbent will supervise the overall implementation of all projects’ related activities, in collaboration with and on behalf of the Program Coordinator/Manager to ensure effective implementation of Projects in line with the approved design, and in compliance with the donor requirements. The incumbent will be based in OHW Nangarhar office, to monitor, review and document progress in the field. The incumbent will also be responsible for providing technical support and capacity building to all projects’ staff.
Main Duties and Responsibilities:
Objectives of the Position:
The main objective of this posting is to ensure effective and flexible coordination and implementation of the entire program based in the Eastern region, by ensuring that the beneficiaries are well involved in all projects’ activities.
The Regional Coordinator would perform the following activities:
Ensure the effective and flexible coordination and implementation of the projects at the regional level.
Ensure the productive planning of all projects‘ activities at the regional level.
Ensure that the beneficiaries are well involved in related project benefits technically.
Ensure the sound and healthy coordination with the donor agencies, local & international counter parts, CSOs and government line departments.
Ensure active participation of OHW in all type of official and social meetings, assessments, training and gatherings at the regional level.
Ensure effective administration and financing of all projects.
Ensure conduction of analytical assessments of all projects’ activities at the regional level.
Ensure coordination between beneficiaries and staff in implementing the projects.
Ensure optimal cooperation of beneficiaries with regard to implementation of all components of the projects.
Supervise the overall procurement process carrying out at the regional level, in particular the terms of supply.
In cooperation with the Program Coordinator/Manager, draft Terms of Reference for project subcomponents.
Supervise the financial management and administration of the projects as well as the offices at the regional level.
Prepare and provide a clear documentation for all sectors at the regional level.
Develop quality reports to OHW central office, donor agencies, government line departments on daily, weekly, monthly, quarterly, biannual, annual and ad hoc system.
Ensure to attract potential funding agencies (donors) professionally in the region for fund rising purposes.
Will be security focal point (responsible) for OHW employee in region.
Other tasks assigned by the CMT-Kabul and/or Program Coordinator/Manager.
Required Outputs
Under the direct supervision of the Program Coordinator/Manager and together with the regional key team members, prepare monthly, Quarterly and annual project plans, prepare and submit monthly, quarterly project and annual progress reports, on the basis of other team members monthly reports, to the program Coordinator/Manager and Steering Committee.
Design and develop TORs for subcomponents of the project.
Design and develop TORs for subordinates/team members.
Establish a very professional office atmosphere.

Respect the agreed implementation timetable for each component at the regional level.
Other tasks assigned by the CMT-Kabul and/or Program Coordinator/Manager.
Liaison and Reporting Requirements
The Regional Coordinator will report directly to the program Coordinator/Manager and/or if required to the donor and will work closely with the Program Coordinator/Manager, who is the line manager for the incumbent. The incumbent will also report to the CMT-Kabul. At the end of the contract he/she will submit a final report on work undertaken which will include the assessment and recommendations for future work/projects necessary to the program components.
Duties and Responsibilities
Support and coordinate the work of the projects‘ staff to ensure effective implementation of project activities in accordance with sound community practices and processes at the regional level.
In coordination with Program Coordinator/Manager, set and monitor the monthly action plans of projects’ activities to ensure well-coordinated and timely implementation.
Assist the field teams to produce accurate and timely narrative and financial reports for submission to the Program Coordinator/Manager and/or donors.
Support and manage the work of the M&E and project teams to ensure that progress is being monitored in a timely and reliable manner.
Support the M&E teams and Projects‘ staff to conduct community-based surveys and social audits, and to guide community-based studies used to inform project strategies and knowledge generation
Support Project staff and the M&E team to prepare quality progress reports, case studies and stories of change, in line with project requirements and OHW guidelines, and ensure wide dissemination of this information in consultation with the Program Coordinator/Manager and projects Managers.
Contribute to the achievement of the Country Strategic Plan through the implementation of the all project.
Ensure high levels of transparency and accountability to donors and communities participating in the projects.
Should be ready to work in any province that OHW Afghanistan program operations are implementing.
Take over all responsibility to implement the project activities.
Job Requirements:
The Regional Coordinator should be an Afghan citizen and have at least 5-7 years' relevant experience at management level and have detailed working knowledge.
An advanced degree in Social Science, economics, finance, business or public administration
Strong Management capabilities and a demonstrated record of successful management of multi-disciplinary teams;
Planning skills and ease with working in an international environment;
Good knowledge of spoken and written English.
Good Communication skills both verbal and written in local languages (Pashto and Dari).
At least 5-7 years of project managements experience in humanitarian and development activities in conflict and post conflict areas.
Familiar with the geographical and cultural context of the job locations/ER
Able to travel to all parts of the program impact areas and meet with stakeholders
