About La Chaîne de l'Espoir:

La Chaîne de l’Espoir (CDE) is an international non-governmental organization founded in 1994.
Its mission is to strengthen health systems to give everyone, especially children, equal chances of survival and development.

CDE operates in 25 countries and implements programs primarily focusing on children, while also supporting mothers and disadvantaged communities through the following areas of intervention:

  • Prevention and early screening, particularly within the framework of school health programs
  • Medical care and surgery to address the most urgent needs of children and their mothers
  • Training and capacity building of local teams through an international network of experts across all medical and surgical specialties
  • Construction and equipping of hospital infrastructures adapted to local needs

Job Description:

Under the supervision of the Head of Mission, the Health Advisor provides essential technical support to health teams to ensure high-quality medical services aligned with national and international protocols.

S/He oversees the rational use of medicines and equipment, conducts field assessments, coordinates epidemiological data collection and analysis, and actively contributes to developing the mission’s health strategies. The role represents the organization before authorities and partners, strengthens staff skills through targeted training, and ensures strict compliance with safety procedures. Finally, it promotes service integration across program sectors and supports reporting, project proposal development, and donor visit preparation.

  1. Provide Technical support to health  activities
  • Provide technical support to health team and implement health activities in accordance with the CDE’s operational strategy, Afghan MOPH guidelines and CDE's technical requirements.
  • Ensure that the health activities are evidence -based and delivered with consistent high-quality standards
  • Develop  and / or implement health needs assessments in collaboration with  team members.
  • Ensure the quality of CDE’s health care services in its  areas of intervention .
  • Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up on the impact after training.
  • Develop and implement  Standard Operation Procedures (SOP) in coordination with the Program Coordinator and the Health Referent [or: with HQ -Afghanistan] for the provision of quality assured health services -
  • Ensure that the medical team adheres to medical protocols, and applies  them in accordance with  international and national recommendations and guidelines
  • Undertake regular field visits and provide supportive supervision
  • Report on his/her activity and provide recommendations when and where needed
  1. Drugs and Medical equipment:
  • Ensure, the appropriate provision of health services , the use of medicines, medical supplies and equipment in accordance with standard operating procedures.
  • Ensure the rational use of medicines and the proper administration of treatments in accordance  with national and international protocols.
  • Support in drafting medical purchase requests and lists for the voucher program when it is relevant.
  • Ensures that health care staff  have appropriate safety gear for their activities and use them according to the guidelines.
  1. Monitoring, and Reporting
  • Actively participate in the supervision of health activities using checklists, observations, and reports.
  • Assist the Program Coordinator & Head of Mission in preparing their reports.
  • Ensure / Support (?) proper archiving of all the documents, tools and training materials in collaboration with MEAL Officer / unit (?)
  • Ensure that epidemiological data are recorded, analyzed and shared with the health team in coordination with the Program Coordinator, the Health Referent [or: HQ -Afg]and the Head of Misson.
  • Represent CDE with regional and provincial health authorities, UN, N/INGOs at field level for any meeting involving technical discussion upon Program Coordinator & Head of Mission’s approval
  1. Contribute to the development of the mission
  • Propose and develop health strategies in line with CDE’s  and MoPH policies  , as well as with the needs of the population in the intervention area.
  • Participate in health and other assessments (internal and external) organized as needed by external organizations, the United Nations, the Ministry of Public Health, etc.Provide technical support to the Program Coordinator and the Health Referent in the preparation of project proposals for the health sector.
  • Develop Term of reference (TOR) for volunteer medical missions that will be reviewed at HQ and oversee volunteers’programs
  1.  Other duties
  • Collaborate with all program stakeholders (psychosocial, nutrition, protection, and MEAL) as needed to ensure the smooth implementation and integration of health services.
  • Actively participate in the preparation and smooth organization of donor visits.
  • Comply with CDE security procedures at all times.
  • Stay informed at all times of security rules and the social and political situation on the ground and report observations to the Head of Mission.
  • Alert the Head of Mission immediately in the event of imminent danger to teams or beneficiaries.
  • Represent the organization to local actors involved in the implementation of the medical program and help maintain good relations with project partners (in accordance with CDE's principles of neutrality and independence).
  • Perform other related duties and responsibilities as required by your line manager and supervisor.

Job Requirements:

Qualifications

  • Medical degree, with a recognized master's degree  in the field of health, general medicine.

Experience

  • At least 5 years' experience in Medical field or other related field and 5 years’ in program activities with humanitarian organization.
  • Ability to work in an international and multi-cultural environment as a flexible and respectful team player
  • Ability to work with women, children, persons with disabilities and vulnerable populations.
  • Good knowledge in health activities, ideally in hospital sector
  • Good knowledge in team management
  • Experience using and updating database (Office package)

Language

  • Fluency in English, Dari & Pashto.
