OKS Group Logistics, established in 2007 in Kabul, is a fully Afghan-owned and registered logistics company with more than 17 years of proven experience.

We provide reliable logistics, procurement, transportation, automotive spare parts (heavy & light-duty vehicles), fuel, and lubricants across Kabul and multiple provinces of Afghanistan. Serving private and institutional clients, OKS is known for quality service, competitive pricing, and one-stop logistics solutions that reduce lead time and operational costs.

As part of our growth strategy, OKS is expanding into international and donor-funded contracts and is strengthening its proposal development capacity.

We are seeking a high-performing, results-oriented Proposal Writer to support OKS in securing international and institutional contracts.

This role is ideal for a professional who understands compliance-based proposal writing, has hands-on experience with SAM.gov and similar platforms, and can transform operational capabilities into winning proposals.

This is not a general writing role. It requires real experience in international, donor-funded, or institutional proposal environments.

This role requires a senior-level, hands-on Proposal Writer who understands how international institutional contracts are actually won—not just written.

You will own the entire proposal lifecycle, from opportunity identification through submission, ensuring every proposal is:
    •    Fully compliant
    •    Strategically positioned
    •    Competitive and persuasive

This is not a general content or business development role.
It is a technical, compliance-focused proposal position within logistics and supply chain contracting.

Mandatory Eligibility Criteria

Applicants must meet all requirements below to be considered.

Education
    •    Bachelor’s degree in:
    •    Business Administration
    •    Supply Chain / Logistics
    •    International Development
    •    English / Communications
    •    or a closely related field
    •    Master’s degree is preferred or may be offset by substantial documented experience

Professional Experience

1. Institutional Platform Expertise
    •    Demonstrated, hands-on experience using SAM.gov for:
    •    Opportunity identification
    •    Solicitation analysis
    •    Proposal submission
    •    Practical experience with at least one additional institutional or donor-funded platform, such as:
    •    UNGM
    •    World Bank
    •    EU procurement portals
    •    FCDO / NGO tender systems

2. Proposal Development Experience
    •    Minimum 3–5 years of direct experience writing proposals for:
    •    International
    •    Donor-funded
    •    Institutional contracts
    •    Proven ability to develop complete proposal volumes, including:
    •    Technical Approach
    •    Management & Implementation Plans
    •    Past Performance
    •    Cost / Pricing Narratives

3. Sector Specialization
    •    Professional background in:
    •    Logistics
    •    Procurement
    •    Transportation
    •    Supply Chain Operations
    •    Ability to convert operational capabilities into winning proposal narratives

Key Responsibilities

    •    Identify and track international contract opportunities on SAM.gov and other donor/institutional platforms
    •    Analyze RFPs, RFQs, IFBs, and EOIs
    •    Identify and qualify international contracting opportunities
    •    Track and analyze solicitations on SAM.gov and comparable platforms
    •    Lead proposal planning, outlining, and compliance management
    •    Draft and finalize technical, management, and past performance sections
    •    Coordinate pricing and inputs with management and technical teams
    •    Ensure 100% compliance with solicitation instructions
    •    Deliver submission-ready proposals within strict timelines

Preferred (Strong Advantage)
    •    Verifiable record of successful contract awards
    •    Experience with international NGOs, UN agencies, or development contractors
    •    Certifications such as:
    •    PMP
    •    CSCP / CPSM
    •    Procurement or contract management credentials
    •    Experience with capability statements and vendor registrations
