About ARCS:

Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. With the support of its Red Cross Red Crescent Movement partners – the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partners National Societies like the Norwegian Red Cross – ARCS has also strengthened its management systems, procedures and partnerships to respond to emergencies, upon request of the public authorities or under its own initiative

Job Description:

The WASH Soft Component Officer is responsible for planning, implementing, monitoring, and reporting on hygiene promotion, community mobilization, behavior change communication (BCC), and capacity-building activities within ARCS WASH programmes. The role ensures that WASH interventions are community-driven, culturally appropriate, inclusive, gender-sensitive, and aligned with ARCS/RCRC strategies, Sphere standards, and national guidelines. 4. Key Roles and Responsibilities 4.1 Assessments and Analysis • Support the collection, review, and analysis of qualitative and quantitative WASH-related data with a focus on hygiene practices, community behaviors, and social norms. • Participate in WASH needs assessments, KAP (Knowledge, Attitudes and Practices) surveys, and community consultations, particularly related to hygiene and sanitation behaviors. • Identify gaps, risks, and barriers related to hygiene practices, access, inclusion, protection, and accountability. • Contribute to mapping of vulnerable and hard-to-reach populations with specific attention to women, children, persons with disabilities, and marginalized groups. 4.2 Programme Design and Planning (Soft Components) • Design and implement hygiene promotion and behavior change interventions adapted to local context, culture, and literacy levels. • Support the integration of hygiene promotion with water supply, sanitation, health, nutrition, and emergency preparedness activities. • Ensure that cross-cutting issues such as gender, protection, disability inclusion, community participation, DRR, and sustainability are systematically addressed. • Contribute to the development of concept notes, proposals, activity plans, and budgets related to WASH soft components. • Ensure alignment with ARCS/RCRC WASH strategies, Sphere standards, and national policies. OCA Sub-Annex 5I ToR for ARCS WASH Soft component Officer 4.3 Implementation and Monitoring • Plan, organize, and oversee hygiene promotion and community engagement activities in line with approved workplans. • Develop and apply appropriate monitoring tools to track hygiene promotion outputs, outcomes, and behavior change indicators, including sex- and age-disaggregated data. • Conduct regular field visits to monitor activities, provide on-the-job support, and ensure quality and consistency of messaging. • Support the establishment and functioning of community WASH structures (e.g. WASH committees, hygiene focal points). • Ensure accountability to affected populations through feedback, complaints, and community dialogue mechanisms. 4.4 Coordination and Representation • Coordinate closely with WASH technical staff to ensure coherence between hardware and software components. • Maintain effective collaboration with Health teams, volunteers, and other ARCS departments. • Support coordination with RCRC Movement partners (ICRC, IFRC, PNS) and relevant WASH stakeholders at field level, as assigned. • Participate in WASH coordination meetings, trainings, and workshops when delegated by the supervisor. 4.5 Training and Capacity Building • Support assessment of training needs for ARCS WASH staff, community mobilizers, and volunteers related to hygiene promotion and community engagement. • Organize and facilitate trainings, refresher sessions, and workshops on hygiene promotion, BCC, community-led approaches, and inclusive WASH. • Provide mentoring, coaching, and on-the-job capacity building during field visits. • Support training of community health workers, community leaders, and volunteers on their roles in managing and promoting safe WASH practices. 4.6 Documentation and Reporting • Contribute to monthly, quarterly, and annual narrative reports focusing on soft component activities, outcomes, challenges, and lessons learned. • Document good practices, success stories, and community feedback related to hygiene promotion and behavior change. • Ensure timely and accurate reporting in line with ARCS and partner requirements. Job Requirements:

Education • University degree in Public Health, Environmental Health, Social Sciences, Community Development, Hygiene Promotion, or a related field.

Minimum 3–5 years of professional experience in WASH programmes with strong focus on hygiene promotion and community engagement. • Proven experience in humanitarian or emergency settings; experience in Afghanistan or similar contexts is an asset. • Strong understanding of hygiene promotion methodologies, behavior change communication, and community-based approaches. • Knowledge of Sphere standards and humanitarian WASH guidelines. • Experience in training, facilitation, and capacity building of staff, volunteers, and community members. • Ability to work effectively with diverse stakeholders, including communities, volunteers, government counterparts, and partners. • Strong reporting, documentation, and analytical skills. • Proficiency in English; knowledge of local languages is a strong asset.
