Job Description:
Job Summary
The Social Mobilizer will support the implementation of community-based education, protection, and social development programs under the Sustainable Goals Organization for Afghanistan (SGOA). The position focuses on community outreach, beneficiary identification, awareness raising, and referral support, contributing to inclusive participation of children, women, and other vulnerable groups in program activities.
The Social Mobilizer will work under the supervision of the Community Mobilizing Officer, engaging closely with community members, local leaders, caregivers, and project teams to promote awareness, facilitate access to services, and strengthen community ownership of project interventions.
Key Responsibilities
Community Mobilization & Outreach
Conduct community outreach and mobilization to inform community members about project objectives, activities, and services.
Identify and register eligible and vulnerable individuals, households, and children in coordination with the Community Mobilizing Officer and local structures.
Facilitate community meetings, focus group discussions, and awareness sessions.
Build and maintain positive relationships with community leaders, elders, and committees.
Promote participation of women, youth, and marginalized groups in program activities.
Social Support & Case Follow-Up
Provide basic guidance and support to vulnerable individuals and households.
Identify protection concerns or urgent needs and refer cases to relevant social service or protection actors following established referral pathways.
Conduct home visits and follow-up to ensure appropriate support and access to services.
Maintain confidentiality and apply a do-no-harm approach in all interactions.
Awareness Raising & Behavior Change
Conduct community awareness sessions on topics including education, child protection, gender equality, health, hygiene, and psychosocial well-being.
Support behavior change initiatives and campaigns aligned with program objectives.
Encourage community engagement to enhance participation and ownership of program activities.
Monitoring, Documentation & Reporting
Collect accurate data on community activities, outreach, referrals, and beneficiaries.
Maintain proper records, attendance sheets, and case documentation.
Prepare and submit regular field activity reports to the Community Mobilizing Officer.
Support monitoring visits, assessments, and program evaluations as required.
Coordination & Representation
Coordinate with local authorities, community committees, and partner organizations at the field level.
Participate in relevant community forums and coordination meetings as directed.
Support the Community Mobilizing Officer in facilitating communication between communities and the project team.
Safeguarding and PSEA
Ensure adherence to child safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) principles.
Promote awareness of safeguarding standards and reporting mechanisms among community members.
Comply with the organization’s zero tolerance policy on sexual misconduct.
Job Requirements:
Education
Bachelor’s degree in Social Work, Community Development, Sociology, Psychology, or a related field.
Relevant diplomas or certifications in social work or community mobilization are an advantage.
Experience
Minimum of 2–4 years of relevant experience in community mobilization, social work, protection, or humanitarian programming.
Experience working with vulnerable populations including children, women, IDPs, returnees, or persons with disabilities.
Previous experience with NGOs, INGOs, or UN-funded programs is preferred.
Technical Skills
Knowledge of community-based approaches, social work principles, and protection-sensitive programming.
Experience in beneficiary identification, referrals, community awareness, and data collection.
Familiarity with humanitarian principles, accountability to affected populations (AAP), and safeguarding standards.
Basic computer skills including MS Word, Excel, and simple reporting tools.
Soft Skills
Strong communication, facilitation, and interpersonal skills.
Ability to work effectively with diverse communities and stakeholders.
Good problem solving, patience, and cultural sensitivity.
Ability to work independently and as part of a team under minimal supervision.
Language Skills
Fluency in Dari and Pashto is required.
Basic knowledge of English is an asset.

Willingness and ability to travel frequently to field locations, including remote or hard-to-reach areas.
