Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
Job Description:
The Operation Assistant will be responsible and accountable to support in all procurement/logistics/Admin/IT functions to ensure smooth, efficient and effective operations in accordance and in compliance with Islamic Relief Worldwide policies, local laws and donor requirements.
Under the managerial supervision of province manager and dotted technical supervision of technical focal persons in Country office for each SC function, the Position will be conducting tasks related to procurement, Fleet, Assets, Warehouse and inventory, Premise and Facilities and other administration functions. The position will receive technical support through a dotted reporting line from the country supply chain team in Kabul.
Supporting the organization's supply chain operations in Afghanistan will be a major responsibility of the operation assistant.
Duties & Responsibilities:
Procurement Management:
- Support in ensuring that procurement tasks are executed efficiently and aligned with organizational needs as well with IRW policies, procedures and donor compliance requirements This involves effectively participating in procurement transactions by preparing quotations, contracts, POs, payments, screening and all related procurement matters.
Fleet Management:
- Support in managing fleet functions efficiently and efficiently in accordance with IRW policies, procedures and donor compliance requirements. This includes planning, operating movements, controlling and monitoring fuel consumption, best utilization of resources, contracting, managing drivers, maintaining vehicles and all other fleet tasks.
Assets Management:
- Support in managing the Asset function efficiently and efficiently in accordance with IRW policies, procedures and donor compliance requirements. This involves managing assets, tagging, tracking, disposing, planning and all other tasks required.
Warehouse Management:
- Support in managing the warehouse efficiently and efficiently in accordance with IRW policies, procedures and donor compliance requirements. This involves inventory, storing, releasing, physical count, tracking, disposing, and all other tasks required.
Premises & Facilities:
- Support in managing the premises and facilities function efficiently and efficiently in accordance with IRW policies, procedures and donor compliance requirements. This involves managing premises identification, selection, maintenance, contracting, services, tracking, documenting, reporting and all other tasks required.
Administration:
- Support in managing the admin tasks efficiently and efficiently in accordance with IRW policies, procedures and donor compliance requirements. This involves managing accommodation and travel requirements and all related matters related to Admin tasks.
Compliance & Reporting:
- Support in Compiling all reporters and trackers for each SC function.
- Submit reports to supply chain officer including identifying bottlenecks, addressing solutions and providing comprehensive analysis, data analysis and action plans for improvements.
- Any other requirement related to Reporting process requested by line manager and management.
Other Tasks – Finance:
- Maintaining of office petty cash & ensuring the expenses according to the organization policy and Submission of monthly Cash count sheet to CO finance office
- Participate in cash distribution as a CDVT members during cash distributions (if any)
- Timely submission of financial documents to the Country Office for further process.
- Focal person for local authorities, vendor and staff at field office level on need basis.
Other Tasks – HR:
- Monitor and manage daily staff attendance and report to CO HR team in case of any issue.
- Prepare staff attendance report and collect time sheets from staff on monthly bases for payroll requirement.
- Collect clearance forms when a staff member resigns or leaves the organization.
- Monitor and facilitate the written test sessions and online interviews.
- Facilitate the induction session and onboarding process of new joiners.
Other Tasks:
- Conduct regular visits to the project implementation sites and programmatic sites.
- Conduct any task related to the supply chain, Admin and IT requested by line manager as well as the management.
- Ensure to comply with IRW procedures in uploading all Supply documents, reports, trackers and all related matters on Shared Folders.
Job Requirements:
Education:
- Bachelor Degree is required in supply chain, logistics, business administration, or another relevant technical field.
Experience:
1+ years of progressive and relevant experience working in related field supply chain. Understanding of development and humanitarian work is advantage. Also, relevant experience with humanitarian organizations is an advantage.
Additional Requirements:
- Willingness to travel to remote or conflict-affected areas. Familiarity with local laws and regulations and have excellent communication skills.
Language Requirement:
- Fluency in English is required.
