About Your Voice Organization (YVO):
Your Voice Organization (YVO) emerged as part of the Japan International Volunteer Center’s (JVC) commitment to localization. Established in 1980, JVC initiated its humanitarian work in Afghanistan in 2001, with a primary focus on emergency aid, including WASH, healthcare, education, peacebuilding, and policy advocacy. As JVC dedicated itself to strengthening Afghan local staff's management capacities and facilitating their transition to sustainability, YVO was founded as a distinct entity. In March 2019, YVO officially emerged as a non-profit, non-political, and non- governmental organization registered under the NGO laws of the Islamic Republic of Afghanistan, with registration number 4679. YVO inherits the invaluable spirits, assets, knowledge, and experiences from JVC and remains steadfast in its mission to make a positive impact on Afghan communities through various programs and initiatives in sectors such as FSL, Education, ESNFI, Protection, Peacebuilding, and Policy Advocacy. YVO places a strong emphasis on local capacity development to ensure the sustainability and effectiveness of its initiatives in Afghanistan.
Job Description:
Overall Responsibility:
The Project Officer will work closely with the Program Manager to assist in managing all aspects of project planning, implementation, and completion. The Project Officer will be responsible for managing project timelines, budgets, and resources, ensuring that the project stays on track and meets all objectives. He/she will also serve as a liaison between the Program Manager, project team members, and government authorities, communicating project updates and ensuring that everyone is working towards the same goals.
Specific Responsibilities:
- The project officer is responsible for all implementation aspects of the project at the provincial level.
- Acts as the focal point for all project-related issues and is responsible for proper coordination among all concerned stakeholders.
- Responsible for continuous coordination of staff, stakeholders, beneficiaries, local community and oversees correct and on time implementation of all components of the project.
- Implement technical direction and ensure high technical quality of project.
- Support and follow-up on the implementation of project activities in accordance with proposed activities and with Program Manager's instructions.
- Provides technical guidance to staff on the program objectives in line with recognized best practices.
- Conduct field visits as necessary to monitor project implementation.
- Support in maintaining effective and safe referral pathways for protection concerns and other vulnerable cases between the program, other internal YVO programs and external.
- Manage all donor requirements and specifications, including the preparation of all progress reports,
- Oversee monitoring and evaluation of the project ensuring achievement of program indicators,
- Regular supervision and monitoring visits from VTCs in the field;
- Ensure timely and appropriate reporting on project activity to the Program Manager,
- Participation in all provincial related meetings,
- Ensure adherence to YVO safeguarding policies and code of conduct.
- Identify and report immediately any problems that may interfere in achieving program objectives.
- Support in all aspects of the beneficiaries’ selection and awareness activities.
- Ensure all Safeguarding policies are well maintained in project implementation stage.
- Any other tasks as assigned by the Program Manager.
Job Requirements:
- Bachelor’s degree in Business Administration, Education, Social Sciences, Agriculture, Project Management, or a related field. A Master’s degree is an added advantage.
- Minimum 4 years of progressive experience in a project management role, preferably within Food Security and Livelihoods programs.
- Proven experience in managing MPCA, sub-grants, and vocational training interventions; and Child Protection.
- Experience in needs assessments, project implementation, M&E, and program development.
- Experience in access negotiation, coordination, and representation with local authorities, INGOs/NGOs, and community stakeholders.
- Strong proficiency in MS Office applications (Word, Excel, PowerPoint).
- Ability to interpret data, conduct basic market research, and support data-driven decision-making.
- Familiarity with local laws and regulations relevant to project implementation.
- Fluency in English (written and spoken) is required.
- Strong communication and negotiation skills, with the ability to clearly explain technical and programmatic issues.
- Ability to work effectively with multiple internal departments, maintaining open communication and supporting shared objectives.
- Demonstrated capacity to manage, support, and motivate team members.
- Strong organizational skills with the ability to prioritize tasks, manage a diverse workload, and meet deadlines.
- Ability to work independently, think analytically, and take initiative in problem-solving.
- High level of flexibility and adaptability in a rapidly changing operational environment.
- Commitment to safeguarding principles, accountability, transparency, and high ethical standards.
- Willingness and ability to travel frequently to remote and conflict-affected districts within the assigned province.
