Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description:
- MAIN RESPONSIBILITIES AND TASKS
- Assist in the timely preparation of the procurement plan, monitor progress, and provide regular updates to the Procurement Manager and/or Head of Department.
- Support procurement workflows by coordinating with relevant departments to ensure timely completion of processes in accordance with established standards.
- Share the updated procurement tracker with the Head of Department on a weekly basis, follow up on delays, and report any significant bottlenecks.
- Conduct routine market surveys to collect accurate information on pricing, availability, quality, and supplier capacity from local and international markets.
- Coordinate with the AKDN Group Purchase Committee to identify potential suppliers, ensuring alignment with AKHS-A procurement policies and in consultation with the reporting line.
- Assist in developing Pre-Qualification Documents, RFQs, RFPs, tender documents, and draft contracts in coordination with the Procurement Committee and under the guidance of the Procurement Manager.
- Assist in processing international procurement requests in coordination with the Head of Administration & Procurement and the Global Purchase Team, ensuring compliance with donor rules and accurate documentation.
- Update Vendor Information Sheets (VIS) regularly and participate in supplier evaluation, performance assessments, and quality monitoring activities.
- Coordinate with technical teams for inspection of delivered goods/equipment to verify compliance with specifications, quality standards, and quantities, and report findings accordingly.
- Maintain an effective contract management system and ensure that contract terms are complied with throughout the procurement cycle.
- Monitor supplier deliveries using checklists and schedules to ensure accuracy in quantity, quality, specifications, delivery timelines, and contractual obligations.
- Prepare, verify, and process all procurement documentation—including invoices, packing lists, delivery notes, waybills, and Goods Received Notes (GRNs)—and ensure proper filing in both hardcopy and electronic formats.
- Maintain an updated logbook for all procurement activities, ensuring sequential and compliant recordkeeping for audits and reviews.
- Prepare and submit the monthly procurement report—including completed procurements, outstanding PRs, and purchase order status—to the Procurement Manager/Head of Department by the 5th of each month.
- Prepare quarterly and annual procurement volume reports for submission to the Global Purchase Team and other relevant stakeholders.
- Share weekly procurement status updates with relevant departments to communicate progress and ensure transparency.
- Ensure accountability for all procurement activities carried out and maintain updated records required for audits, donors, and other external stakeholders.
- Assist in the implementation of procurement policies, procedures, SOPs, checklists, and formats as instructed by the Procurement Manager or Head of Department.
- Support the maintenance and improvement of procurement systems from PR initiation through final delivery to warehouses or end‑user departments.
- Perform any additional tasks or responsibilities assigned by the Procurement Manager or Head of Department.
Job Requirements:
Work Experience: A minimum of six (6) years of relevant experience in procurement and supply chain management, including at least three (3) years in a senior or supervisory position. The candidate must demonstrate strong experience in national and international competitive bidding, including tender management, supplier evaluation, contract administration, and compliance with donor procurement regulations. Extensive exposure to international procurement processes, as well as proven experience in pharmaceutical procurement, is essential for this position.
Bachelor’s degree, preferably in Supply Chain Management, Business Administration, Economics, or another closely related discipline.
