About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development (ACBAR) is an independent forum established in 1988 to support NGOs working with Afghan refugees in Pakistan and Afghanistan. Since relocating its main office to Kabul in 2002, ACBAR has grown to include over 200 national and international NGOs operating across all sectors of humanitarian assistance and development. Based on our three strategic pillars of Information and Coordination, Advocacy and Enabling Environment, and Capacity Building, ACBAR’s activities support our members to effectively deliver services and implement programs across Afghanistan, as well as provide services that promote ongoing organizational development and learning. ACBAR is committed to providing an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The ACBAR Women’s Working Group (AWWG) was established to support women-led organizations and female leaders in national and international NGOs operating in Afghanistan. The group offers a women-only platform for information sharing, problem-solving, peer support, and capacity building. It also plays a crucial role in representing women’s voices in the humanitarian and development sectors. Given the complex socio-political environment, the AWWG integrates conflict-sensitive approaches to ensure that its efforts are sustainable and effective.

Job Description:

POSITION SUMMARY
The ACBAR Women’s Working Group (AWWG) Coordinator will support and strengthen ACBAR’s efforts to advance women’s leadership and participation within national and international NGOs operating in Afghanistan. The position will work closely with the AWWG Chair and Steering Committee to coordinate the operational and strategic functions of the Working Group, ensuring effective collaboration, information sharing, and peer support among members. The AWWG Coordinator will cofacilitate regular meetings, support leadership and capacity-strengthening initiatives, and help position the AWWG as a credible platform for representing women’s voices across the humanitarian and development sectors. Given the complex socio-political context, a core component of the role will involve promoting and integrating conflict-sensitive and gender-inclusive approaches across all AWWG activities to ensure they are relevant, sustainable, and responsive to members’ needs. The position will engage with a range of stakeholders within ACBAR and the wider coordination architecture, and will be supported by ACBAR’s Head of Communication and Inclusion to align the AWWG’s work with broader organizational priorities and advocacy objectives.

ESSENTIAL TASKS AND RESPONSIBILITIES FOR THE POSITION

  1. Leadership and Representation:
  • Collaborate with the AWWG Co-Chair to co-lead the AWWG, providing strategic direction and ensuring the effective implementation of the group’s objectives and activities.
  • Jointly w/ the AWWG Steering Committee and Co-Chair, represent the AWWG in external meetings, advocacy platforms, and with key stakeholders, promoting the interests and needs of Afghan women and women-led organizations.
  • Advocate for conflict-sensitive and gender-responsive approaches in AWWG’s work.
  1. Program Planning and Implementation:
  • Contribute to the development and implementation of the AWWG’s activities, incorporating feedback from members and addressing conflict-sensitive challenges.
  • Collaborate with the AWWG Steering Committee to develop and review annual work plans, ensuring alignment with the group’s goals and objectives.
  • Support the design and delivery of capacity-building sessions, leadership mentorship, peer knowledge exchange, and peer support initiatives.
  1. Networking and Engagement:
  • Foster relationships with women-led organizations, women platforms, and women network/umbrella organizations within Afghanistan and in the diaspora, creating opportunities for collaboration and resource sharing.
  • Contribute to efforts on mapping existing networks and organizations within AWWG to identify areas for coordination and support.
  • Actively manage, maintain, and update the AWWG member database on a quarterly basis, to ensure it remains accurate and useful for coordination and reporting purposes.
  • Provide input and guidance on ACBAR’s engagement strategies, ensuring the safety and well-being of AWWG members.
  • Jointly with AWWG Steering Committee Members and ACBAR, contribute to engagement with international stakeholders and governing authorities to advance the participation of Afghan women in decision-making processes.
  • Oversee the development of relevant materials that reflect the voices of Afghan women and their organizations.
  1. Meeting Facilitation and Coordination:
  • Ensure effective communication between AWWG members, AWWG Steering Committee, and external stakeholders, maintaining transparency and trust within the group.
  • Organise, co-chair, and facilitate monthly and ad-hoc AWWG meetings, ensuring an inclusive and participatory environment where all members can contribute.
  • Ensure proper documentation of meeting minutes and follow up on key action points.
  1. Monitoring and Evaluation:
  • In collaboration with ACBAR’s Monitoring & Evaluation Department, support the monitoring of AWWG activities, ensuring the group’s work remains relevant and impactful.
  • Lead the evaluation of AWWG’s initiatives and contribute to the continuous improvement of the group’s practices, focusing on sustainability and conflict-sensitive outcomes.

Job Requirements:

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in a relevant field, including but not limited to: gender studies, social work, psychology, or another field relevant to this role. Master’s degree preferred.
  • Minimum five (5) years of professional experience in women’s rights, gender advocacy, or humanitarian/development work in Afghanistan.

  • Strong leadership and facilitation skills, with experience in managing diverse groups and fostering collaboration.
  • Strong understanding of conflict sensitivity, gender inclusion, and cultural dynamics in Afghanistan.
  • Excellent communication and networking abilities, with experience in working with local, national, and international stakeholders.
  • Ability to work in a collaborative and inclusive manner, ensuring all voices are heard and represented.
  • Proficiency in English and at least one local language (Dari/Pashto)
