Job Description:

Key Responsibilities

A. Financial Management

  • Manage site-level financial operations including petty cash, advances, local vendor payments, and operational expenses.
  • Ensure accurate documentation, verification, and submission of all vouchers, invoices, fuel logs, and expense claims.
  • Monitor project expenditures against the approved mining budget and report variances.
  • Prepare monthly site financial summaries, cost tracking reports, and cash forecasts.
  • Coordinate with Head Office Finance for payroll, taxation, audit requirements, and financial reporting.
  • Maintain strict financial controls and ensure compliance with Sky Aria policies and donor/regulatory standards (if applicable).
  • Safeguard cash, financial records, and sensitive financial information at site level.

B. Human Resources Management

  • Implement Sky Aria HR policies and procedures at the fluorite mine site.
  • Maintain personnel files, attendance records, shift rosters, leave records, and employment contracts.
  • Coordinate recruitment, onboarding, and termination of local labor, guards, drivers, and site staff.
  • Support payroll processing by submitting verified attendance and timesheets to Head Office.
  • Ensure compliance with Afghan labor laws, local customs, and company standards.
  • Handle employee relations issues, grievances, and disciplinary matters at site level.
  • Organize staff inductions, including HSE, site rules, and code of conduct training.

C. Administration & Site Management

  • Oversee daily administrative operations of the mining site.
  • Manage office facilities, camp accommodation, utilities, communications, and site logistics.
  • Coordinate transportation of staff, fuel, consumables, and equipment between site and provincial hubs.
  • Maintain proper filing systems for contracts, permits, licenses, and correspondence.
  • Liaise with local authorities, community leaders, and service providers in coordination with management.
  • Support implementation of health, safety, security, and environmental procedures at site.
  • Ensure proper management of site assets including vehicles, machinery, tools, and office equipment.

D. Procurement & Logistics

  • Implement procurement activities in line with Sky Aria procurement policies and mining project requirements.
  • Source quotations, prepare comparative analyses, and support vendor selection for goods and services.
  • Process purchase requests, purchase orders, and service agreements for:
    • Mining consumables and tools
    • Fuel and lubricants
    • Safety equipment (PPE)
    • Camp and office supplies
    • Transport and logistics services
  • Ensure timely procurement and delivery of materials to the remote site.
  • Maintain supplier databases and manage relationships with local and regional vendors.
  • Oversee inventory control, warehousing, and stock records for fluorite mining operations.
  • Ensure transparency, value for money, and proper documentation in all procurement actions.

3. Coordination & Reporting

  • Act as the focal point for all Finance, HR, Admin, and Procurement matters at the Uruzgan site.
  • Coordinate closely with the Site Manager and Head Office departments.
  • Prepare and submit regular operational, financial, HR, and procurement reports.
  • Facilitate internal and external audits, inspections, and compliance reviews.
  • Support management in resolving operational risks and site-level challenges.

4. Authority & Accountability

  • Authorized to manage site-level operational expenditures within approved limits.
  • Accountable for compliance, accuracy, and timeliness of financial and operational processes.
  • Responsible for safeguarding company funds, assets, and confidential information.

Represents Sky Aria professionally at site level in dealings with stakeholders.

Job Requirements:

Required Qualifications & Experience

  • Bachelor’s degree in Business Administration, Finance, Management, or a related field.
  • Minimum 3–5 years of experience in operations, finance, HR, or administration, preferably in mining or remote project sites.
  • Strong understanding of procurement, logistics, and financial controls.

Prior experience working in Afghanistan or similar challenging environments is a strong advantage.

Skills & Competencies

  • Strong organizational, coordination, and multitasking skills.
  • Practical knowledge of mining site operations and logistics.
  • Ability to work effectively under pressure and in remote conditions.
  • High integrity, confidentiality, and attention to detail.
  • Strong interpersonal and communication skills with local communities and authorities.
