About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

The CDC Officer is responsible for overseeing the tuberculosis (TB), Malaria and ANPASH control and prevention programs within a state or local health department. The CDC officer ensures that all CDC-related activities comply with guidelines and recommendations from the Centers for Disease Control and Prevention (CDC). This includes managing TB, malaria and HIV case investigations, contact tracing, treatment monitoring, and program evaluation.

Supervision Exercised:

Supervision of  CDC related activities.

  • Supervise and coordinate communicable disease surveillance at health facility and community levels.
  • Monitor trends in reportable diseases and ensure timely notification of outbreaks to Line Manager, PPHD, and other stakeholders in the provinces.
  • Support investigation, verification, and response to suspected outbreaks in coordination with district/provincial health authorities.
  • Analyze surveillance data to identify disease patterns, risk factors, and gaps in detection/reporting.
  • Ensure implementation of infection prevention and control (IPC) measures in health facilities and communities.
  • Oversee collection, transportation, and testing of clinical/public health specimens per MoPH and WHO/UN protocols.
  • Provide on-the-job training, coaching, and mentoring to HFs staff.
  • Identify training needs and facilitate workshops/refresher sessions on surveillance, outbreak response.
  • Ensure accurate collection, analysis, interpretation, and reporting of surveillance and laboratory data to Line Manager.
  • Participate in provincial coordination meetings and support data-driven, evidence-based public health interventions.
  • To assist with HMIS for preparing and compiling TB quarterly report.

Job Requirements:

  1. Education: Medical Doctor (MD) degree from a recognized medical university or college.
  2. Experience: Minimum 3–5 years in communicable disease control (CDC), disease surveillance, public health programs (priority for BPHS/EPHS or MoPH-supported projects).
  3. In-depth knowledge of MoPH CDC/IDSR guidelines, national surveillance protocols, outbreak management, IPC, biosafety/biosecurity, and laboratory quality standards.
  4. Proficiency in data analysis, report writing, Microsoft Office (Word, Excel, PowerPoint), and HMIS/EDARS tools.
  5. Ability to travel throughout the country.
  6. AMC Card is a must and should be attached with CV
