About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

The Reproductive Health (RH) Manager is responsible for planning, implementing, supervising, and monitoring reproductive health services in accordance with the Afghanistan Ministry of Public Health (MoPH) guidelines and donor requirements. The RH Manager ensures high-quality Maternal, Newborn, and Reproductive Health (MNRH) services, including family planning, antenatal care (ANC), postnatal care (PNC), safe delivery services, emergency obstetric care (EmONC), and community outreach programs.

  • Plan and oversee implementation of RH activities in line with BPHS/EPHS and donor agreements.
  • Develop annual and quarterly work plans.
  • Ensure integration of RH services with nutrition, child health, and other health services.
  • Monitor program targets and performance indicators.
  • Ensure quality delivery of: Antenatal Care (ANC), Postnatal Care (PNC), Skilled Birth Attendance (SBA), Basic & Comprehensive Emergency Obstetric and Newborn Care (BEmONC/CEmONC), Family Planning (FP) services
  • Ensure compliance with MoPH national RH protocols and standards.
  • Strengthen infection prevention and control (IPC) practices.
  • Support maternal death surveillance and response (MDSR).
  • Conduct supportive supervision to health facilities.
  • Mentor doctors, midwives.
  • Identify training needs and organize RH capacity-building sessions.
  • Conduct performance evaluations of RH staff.
  • Ensure accurate RH data collection and reporting (HMIS/DHIS2).
  • Prepare monthly, quarterly, and annual RH reports.
  • Analyze data for program improvement.
  • Support donor reporting requirements.
  • Coordinate with Provincial Public Health Directorate (PPHD).
  • Participate in RH Working Group meetings.
  • Liaise with UN agencies (e.g., UNICEF, UNFPA, WHO) and other stakeholders.
  • Represent the organization in RH-related forums.
  • Ensure availability of RH commodities (FP methods, delivery kits, medicines).

Job Requirements:

Qualifications:

Education:

  • Gynecologist (Gyn Specialist) Female Medical Doctor (MD), Reproductive Health.

Experience:

  • Minimum 5 years of experience managing reproductive health programs in NGO or public health settings.
  • Proven experience with BPHS/EPHS, maternal and child health programs, and donor-funded projects.
  • Experience in mentoring clinical staff and managing health facility operations.

Skills & Competencies:

  • Strong leadership, planning, and organizational skills.
  • Excellent communication, interpersonal, and stakeholder coordination skills.
  • Knowledge of national RH protocols, infection prevention, and maternal death surveillance.
  • Proficiency in HMIS/DHIS2 and data-driven program management.
  • Ability to work collaboratively with diverse teams, communities, and governmental partners.

Other Requirements:

  • Willingness to travel to field sites as required.
