About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

The Capacity Building Officer is responsible for assessing training needs, designing and implementing capacity development initiatives, and strengthening institutional and staff performance in line with organizational objectives and donor requirements. The position ensures continuous professional development of staff and partners to improve program quality and service delivery.

  • Conduct training needs assessments (TNA) for staff and partners.
  • Identify skill gaps and develop capacity development plans.
  • Coordinate with Technical health manager to align training with project goals.
  • Perform other duties assigned by the respective provincial manager and deputy technical manager
  • Design training modules, materials, and manuals.
  • Organize and facilitate workshops, refresher trainings, and on-the-job coaching.
  • Coordinate external trainers and consultants when required.
  • Ensure gender-sensitive and inclusive training approaches.
  • Provide technical mentoring to field staff.
  • Follow up on post-training action plans.
  • Strengthen leadership and management skills of supervisors.
  • Evaluate training effectiveness using pre/post assessments.
  • Track performance improvements after training.
  • Maintain training database and staff development records.
  • Prepare training and capacity-building reports for donors and management.

Job Requirements:

Medical Doctor (MD) degree from a recognized medical university (mandatory).

Minimum 4–5 years of relevant experience in capacity building, training, and staff development (priority for experience in BPHS/EPHS programs, health facility training, or NGO/MoPH-supported projects; 3+ years if holding higher qualifications).

Strong understanding of MoPH/BPHS guidelines, training methodologies, adult learning principles, and health sector capacity development (e.g., TNA processes, workshop facilitation, mentoring).

Proficiency in data collection/analysis for training needs, report writing, and Microsoft Office (Word, Excel for planning/spreadsheets, PowerPoint for presentations/training materials).

Excellent facilitation, communication, and interpersonal skills for working with diverse health staff (doctors, midwives, technicians).

Valid Afghanistan Medical Council (AMC) registration card/license is mandatory for MD applicants. A copy of the valid AMC card must be attached to the CV/application

Languages: Fluency in Dari and/or Pashto (spoken and written); English is an advantage (for MoPH/partner documents and reporting).
