About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

Job Summary:

The Reproductive Health (RH) Officer is responsible for planning, implementing, monitoring, and evaluating reproductive health programs in alignment with national strategies and organizational objectives. The officer ensures high-quality reproductive health services, strengthens health facility capacity, supports staff, and coordinates with stakeholders at provincial and district levels.

Key Responsibilities:

  1. Program Planning & Policy Integration:
    • Integrate national reproductive health strategy and policy at provincial and district levels.
    • Assist the YAAR management team with reproductive health-related issues at the provincial level.
    • Ensure all RH staff are aware of national RH guidelines and treatment protocols.
    • Update RH staff with new national documents and guidelines.
  2. Service Delivery & Facility Support:
    • Verify availability and proper utilization of RH-related equipment and tools in health facilities.
    • Monitor Emergency Obstetric Care (EmOC) centers to ensure compliance with national standards.
    • Improve referral system links across health facility levels (HP, SC, BHC, CHC, Hospital).
    • Train and support YAAR health facility staff in accordance with national guidelines.
    • Identify, solve, or refer RH staff problems to relevant departments as required.
    • Conduct monthly midwife meetings to share information, address problems, and find solutions.
    • Evaluate RH staff training needs and identify capacity-building opportunities at facility or provincial levels.
  3. Monitoring, Evaluation & Reporting:
    • Collect, analyze, and report program data to assess the effectiveness of reproductive health interventions.
    • Identify gaps in service delivery and recommend improvements.
  4. Stakeholder Engagement & Advocacy:
    • Participate actively in RH-related workshops and meetings at provincial or national levels.
    • Coordinate with government agencies, NGOs, and community structures to strengthen RH services.
    • Raise awareness on reproductive health, gender equality, and rights-based approaches.
  5. Capacity Building & Training:
    • Conduct training sessions for health workers, community volunteers, and peer educators on reproductive health topics.
    • Promote knowledge transfer and best practices among staff and partners.
  6. Emergency & Special Programs (if applicable):
    • Support reproductive health services in humanitarian or emergency settings.
    • Coordinate rapid assessments and service delivery for vulnerable populations.

Job Requirements:

Education: Female Medical Doctor (MD) or Midwife degree from a recognized institution, (Gyn Specialist is preferred).

Experience: At least 3 years of proven experience in reproductive health or related field.

  • Strong communication skills.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  • Proficient computing skills – word processing, spreadsheet design, and presentations.
  • Efficiency, result-oriented, and excellent management capabilities.
  • Ability of problem-solving and conflict resolution.
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely.
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity.
  • Ability to travel throughout the province.
  • Respect the confidentiality of the organization.
