About Youth Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

Works under the responsibility of Technical Health Manager in the provincial office Ghazni. The primary purpose of the position is to manage and coordinate mental health and disability activities at the provincial level and perform supportive supervision of mental health/disability staff and services at health facilities.

  • Integrate national mental health and disability strategy and policy at the provincial and district levels.
  • Assist the YAAR management team in mental health and disability-related issues at the provincial level.
  • Make sure all the mental health and disability staff are aware of national guidelines and treatment protocols.
  • Update mental health and disability staff with the new national documents.
  • Ensure all mental health and disability-related equipment, tools, and supplies are available and soundly utilized in the health facilities.
  • Ensure that mental health services and disability support (including psychosocial support) are running according to the national standards.
  • Facilitate recruitment of the mental health and disability staff in collaboration with other officers.
  • Identify, solve, or refer the problems of mental health and disability staff with related departments as required.
  • Improve the links of the referral system in the different levels of the health facilities (HP, SC, BHC, CHC, DH and PH) for mental health cases and persons with disabilities.
  • Train and support YAAR health facilities staff in accordance with national guidelines.
  • Participate actively in mental health and disability-related workshops and meetings at provincial or national level.
  • Evaluate the mental health and disability staff training needs and look for opportunities for building their capacity at the facility or provincial level.
  • Conduct monthly meetings with mental health focal points or community workers to share information, problems, and needs and find possible solutions.
  • Supervise the mental health and disability services in the health facilities based on the BPHS standards as a member of the YAAR supervision team.
  • Analyze mental health and disability data and provide monthly reports of activities.
  • Carry out any other duties and responsibilities assigned by your supervisor.

Job Requirements:

Qualifications and Requirements

  1. At least 3 years of proven experience in the field.
  2. Medical Doctor (MD).
  3. Strong communication skills.
  4. Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  5. Proficient computing skills – word processing, spreadsheet design and presentations.
  6. Efficiency, result-oriented, and excellent management capabilities.
  7. Ability of problem-solving and conflict resolution.
  8. Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely.
  9. Valid Afghanistan Medical Council (AMC) registration card/license is mandatory for MD applicants. A copy of the valid AMC card must be attached to the CV/application.
