About Youth Assembly for Afghanistan Rehabilitation (YAAR):

Job Description:
The Pharmacy Officer is responsible for managing pharmaceutical services in the health facility in accordance with Afghanistan Ministry of Public Health (MoPH) regulations and BPHS/EPHS guidelines. The position ensures safe storage, proper dispensing, rational use of medicines, stock management, and accurate reporting of pharmaceutical supplies.
A. Pharmaceutical Service Management
- Dispense prescribed medicines accurately and provide counseling to patients.
- Ensure rational use of medicines according to standard treatment guidelines (STGs).
- Monitor drug interactions and contraindications.
- Supervise pharmacy assistants and storekeepers (if applicable).
B. Stock & Inventory Management
- Maintain updated stock records including electronic systems.
- Monitor minimum and maximum stock levels.
- Prepare monthly drug consumption reports.
- Forecast pharmaceutical needs and submit timely procurement requests.
- Prevent stock-outs, expiries, and wastage.
C. Storage & Quality Assurance
- Ensure proper storage conditions (temperature control, FEFO principle).
- Monitor expiry dates and batch numbers.
- Ensure safe handling of controlled medicines.
- Implement pharmacovigilance reporting when required.
D. Reporting & Documentation
- Prepare monthly pharmaceutical reports for management and MoPH.
- Maintain accurate dispensing registers.
- Support audits and donor reporting requirements.
E. Coordination
- Coordinate with Project manager and procurement/logistics team.
- Liaise with PPHD and central medical stores when needed.
- Participate in health facility meetings.
Job Requirements:
- Diploma in Pharmacy (from a recognized institute/university approved by Ministry of Higher Education or MoPH).
- Minimum 5-10 years in pharmacy management, dispensing, or stock control (priority for experience in BPHS/EPHS health facilities, NGO/INGO projects, or government health sector).
- 2+ years often preferred for roles involving inventory, supply chain, or facility-level support.
- Knowledge of pharmaceutical management, drug dispensing, inventory tracking, cold chain (if applicable), and basic counseling on medication use.
- Good mathematical skills for stock calculations and reporting.
- Proficiency in computing skills (MS Word, Excel for inventory/spreadsheets, basic data entry).
- Understanding of MoPH/BPHS pharmaceutical guidelines and protocols.
- Fluency in Dari and/or Pashto (spoken and written).
- English is an advantage (for reporting or donor documents).
