About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Over the last three decades, YAAR has grown into a capable and community-focused organization with experience working in more than 17 provinces  and implemented multisectoral projects in partnership with UN agencies, INGOs, embassies, and local institutions.

Job Description:

The CBHC Officer is responsible for planning, coordinating, supervising, and monitoring community-based health care activities in accordance with Afghanistan Ministry of Public Health (MoPH) CBHC strategy and BPHS/EPHS guidelines. The position ensures effective engagement of Community Health Workers (CHWs), Family Health Action Groups (FHAGs), and community shuras to improve access to essential health services at the community level.

  • Revising and improving male and female Shura.
  • Technically managing service delivery, with a focus on strengthening community-based health care or community approaches, including planning, monitoring, and evaluation of community-based health care activities.
  • Conducting leadership training for CHS and Shura members.
  • Providing technical assistance to CHW Trainers/Supervisors and CHS (Community Health Supervisors) on how to train community-based health workers.
  • Responsible for planning CBHC training activities
  • Working closely with technical staff in Ghazni and providing technical advice on how to implement the Health Emergency Response (HER) using community-based approaches.
  • Conducting and actively participating in the ERC Emergency Response Committee meeting.
  • To ensure that community-based activities supported by the YAAR are consistent with related MoPH policies on the HER and Community Based
  • Health Care (CBHC).
  • Monthly community needs assessment.
  • Assist the CHW Supervisors/Trainers in preparing their Monthly Action Plan and Report accordingly.
  • Communicating with other technical departments to make sure that CBHC policies and Guidelines are well understood and integrated into project activities.
  • Participating in meetings/workshops and Task Force/Working Groups conducted at PPHO to share and exchange experiences on CBHC from the field for improving services based on identified gaps and challenges faced in the community during implementation.
  • Liaison with HMIS Department to ensure that relevant CBHC-related data is collected, entered the database and made available for analysis and reporting purposes.
  • Any other task as assigned by the Project Deputy Technical Manager.
  • Ensuring that YAAR has updated information on CBHC policies and guidelines and that they integrate it into their project activities.
  • To ensure the database of the CBHC department is correctly and properly entered and analyzed as well monthly.
  • To ensure the HPs selection is going correctly and according to the standard of CBHC policy.
  • HFs, HPs, and outreach activities supportive supervision.
  • To complete CBHS reports.
  • Stringing referral system and community mobilization.
  • Appraisals of staff on time.
  • Perform any other required project-related tasks.

Job Requirements:

  1. At least 3 years of proven experience at field and accounting.
  2. Medical Doctor (MD), Nurse, Midwife degree, or relevant health qualification (bachelor’s in public health or related field accepted).
  3. Strong communication skills.
  4. Fluent Pashto, and Dari with excellent speaking and writing skills.
  5. Proficient computing skills – word processing, spreadsheet design, and presentations.
  6. confidential and politically sensitive issues responsibly and maturely.
  7. Valid Afghanistan Medical Council (AMC) registration card/license is mandatory for MD applicants. A copy of the valid AMC card must be attached to the CV/application.
