About Youth’s Assembly for Afghanistan Rehabilitation (YAAR):

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a national, non-governmental, and non-profit organization founded in 1994, register no. 157, to deliver humanitarian assistance and support Afghanistan’s long-term recovery. Job Description:

Job Purpose

The IT / Inventory Officer is responsible for ensuring the reliability, security, and efficiency of the organization’s IT infrastructure while maintaining full control, accountability, and accuracy of all inventory and asset management systems. The role safeguards organizational data and physical assets, strengthens internal controls, and supports operational excellence through structured reporting, coordination, and compliance.

Key Responsibilities

1. IT Systems Management

  • Administer, maintain, and optimize all IT infrastructure including servers, computers, printers, networking devices, and communication systems.
  • Ensure continuous system availability, network stability, and data security.
  • Implement cybersecurity measures including antivirus management, firewall monitoring, and access control protocols.
  • Manage system backups, disaster recovery procedures, and data protection mechanisms.
  • Oversee software licensing compliance and system upgrades.
  • Diagnose and resolve hardware, software, and connectivity issues promptly to minimize downtime.
  • Maintain a complete and updated IT asset register.

2. Inventory & Asset Control

  • Establish and enforce effective inventory control systems to safeguard organizational assets.
  • Maintain accurate and real-time records of stock, consumables, and IT equipment.
  • Conduct periodic physical stock counts and asset verification exercises.
  • Investigate and report discrepancies, losses, or damages.
  • Monitor stock levels and initiate procurement processes based on approved thresholds.
  • Track asset lifecycle including acquisition, allocation, maintenance, transfer, and disposal.
  • Ensure proper tagging, labeling, and documentation of all assets.

3. Reporting & Documentation

  • Prepare comprehensive monthly, quarterly, and annual IT and inventory reports.
  • Generate asset utilization, depreciation, and stock movement reports.
  • Maintain organized documentation of warranties, licenses, contracts, service agreements, and configuration records.
  • Record system incidents, technical issues, corrective actions, and resolutions.
  • Provide accurate documentation to support audits and management decision-making.
  • Ensure compliance documentation is updated and audit-ready at all times.

4. Coordination & Support

  • Collaborate with department heads to assess IT and inventory needs.
  • Provide technical assistance and guidance to staff to enhance system usage efficiency.
  • Coordinate with procurement and finance teams regarding asset purchases and budget planning.
  • Liaise with external IT vendors, service providers, and suppliers.
  • Support internal and external audit processes related to IT and asset management.
  • Contribute to process improvement initiatives to enhance operational efficiency.

5. Compliance, Risk & Security Management

  • Ensure strict adherence to organizational IT policies and inventory control procedures.
  • Implement internal control measures to reduce risk of data loss, fraud, and asset mismanagement.
  • Maintain confidentiality, integrity, and availability of organizational data.
  • Identify potential risks and recommend mitigation strategies.
  • Support policy development related to IT governance and asset management.

Job Requirements:

  • Bachelor’s degree in Information Technology, Computer Science, Supply Chain Management, Business Administration, or related discipline.
  • At least 3 years of proven experience in IT support and inventory/asset management, preferably with NGO/INGO or donor-funded projects.
  • Strong knowledge of networking, hardware troubleshooting, cybersecurity basics, and inventory systems.
  • Strong analytical, reporting, and documentation skills.
  • Strong communication skills: fluent in English (mandatory) and fluent in Pashto and/or Dari; strong computer skills including MS Word and Excel (inventory trackers, asset registers, stock reports, and documentation).
  • Good knowledge of IT systems and inventory control, including IT hardware/software support, asset tagging, stock management, record keeping, physical verification, and basic troubleshooting of computers, printers, and networking equipment.
  • Efficiency, result-oriented approach, and strong organizational skills; excellent attention to detail and problem-solving ability; capacity to work effectively under pressure and in challenging environments; ability to handle confidential matters responsibly; strong teamwork skills; cross-cultural and gender sensitivity; willingness to travel within the province; and strict adherence to organizational policies and confidentiality.
