Established in December 2010, the Tashabos Education Organization (TEO) is a Kabul-based, Afghan-led nonprofit and nongovernmental organization dedicated to empowering youth and women through education, entrepreneurship, and civic engagement. Officially registered with the Ministry of Economy, TEO equips high school students—particularly those in Grades 10–12—with practical knowledge and skills in entrepreneurship, market economics, leadership, responsible citizenship, and good governance.

Job Description:

Purpose of the Position

The Child Safeguarding and Protection Officer will lead the implementation and strengthening of safeguarding and child protection systems across donor-funded education projects, including GPE-supported programming.

The role ensures that safeguarding policies, Prevention of Sexual Exploitation and Abuse (PSEA) standards, and child protection mechanisms are effectively implemented, monitored, and embedded into all project activities. The position promotes safe programming, survivor-centered response, accountability to affected populations, and compliance with donor and organizational safeguarding requirements.

Job Requirements:

Key Responsibilities

1. Safeguarding Systems Strengthening

  • Lead the rollout and implementation of TEO safeguarding and child protection policies.
  • Ensure all staff, volunteers, and partners sign and understand the Code of Conduct.
  • Localize safeguarding tools (consent forms, risk assessments, incident reporting templates).
  • Conduct safeguarding risk assessments and mitigation planning.
  • Any other task given by the supervisor.

2. Prevention of Sexual Exploitation and Abuse (PSEA)

  • Support implementation of PSEA policies in line with donor and international standards.
  • Ensure safeguarding concerns are reported within 24 hours through appropriate channels.
  • Facilitate confidential, survivor-centered referrals to medical, psychosocial, legal, and protection services.
  • Maintain secure and confidential case documentation.

3. Accountability & Complaints Mechanism

  • Establish and maintain safe and accessible Complaint and Feedback Mechanisms (CFM).
  • Ensure children, teachers, and communities are aware of safeguarding reporting channels.
  • Monitor functionality, confidentiality, and responsiveness of safeguarding complaints systems.
  • Track and analyze trends in safeguarding concerns to inform risk mitigation.

4. Monitoring & Field Oversight

  • Conduct regular field visits to project sites to monitor safeguarding compliance.
  • Verify that safeguarding standards are integrated into education activities.
  • Produce safeguarding monitoring reports with clear recommendations.
  • Ensure documentation of incidents, follow-up actions, and preventive measures.

5. Capacity Building & Awareness

  • Deliver safeguarding and PSEA inductions for all new staff.
  • Facilitate regular refresher trainings and awareness sessions.
  • Train field focal points and education staff on safeguarding standards.
  • Promote child-friendly and culturally appropriate safeguarding awareness materials.

6. Coordination & Reporting

  • Work closely with MEAL teams to integrate safeguarding indicators.
  • Contribute safeguarding inputs to donor quarterly and annual reports.
  • Coordinate with education authorities and partners on safeguarding compliance.
  • Participate in relevant coordination forums as required.

Core Competencies

  • Strong understanding of safeguarding and PSEA principles.
  • Knowledge of Afghan child protection context and referral pathways.
  • Excellent report writing skills in English.
  • Fluency in Dari and Pashto.
  • Strong communication and interpersonal skills.
  • Ability to handle confidential information with discretion.
  • Ability to travel regularly to field locations.
  • Strong organizational and problem-solving skills.
