Established in December 2010, the Tashabos Education Organization (TEO) is a Kabul-based, Afghan-led nonprofit and nongovernmental organization dedicated to empowering youth and women through education, entrepreneurship, and civic engagement. Job Description:
Job Purpose
The Admin, HR & Finance Officer is responsible for ensuring sound financial management, transparent HR administration, and effective office operations in Sar-e-Pul Province.
The position ensures compliance with:
- TEO internal policies and procedures
- Donor regulations (including GPE compliance requirements)
- Afghan Labor Law and tax regulations
- Ministry of Finance (MoF) and Ministry of Economy reporting requirements
- Any other task given by the supervisor.
The role contributes to accountability, value for money, internal controls, audit readiness, and safeguarding compliance within project implementation.
Job Requirements:
Key Responsibilities
A. Finance & Compliance
- Maintain accurate financial records (cashbook, bankbook, vouchers, ledgers) in both hard and soft copy.
- Record all transactions in QuickBooks in a timely and accurate manner.
- Process payments (staff salaries, vendors, advances, per diems) ensuring proper approvals and complete documentation.
- Conduct monthly bank and petty cash reconciliations.
- Monitor budget utilization and ensure proper coding of expenditures against approved budget lines.
- Support preparation of donor financial reports and internal monthly reports.
- Deduct and remit payroll, vendor, and rental taxes in compliance with Afghan tax law.
- Maintain organized financial filing systems and ensure documents are audit-ready.
- Support internal and external audits by preparing required documentation.
- Manage secure online banking transactions and coordinate with banks when required.
B. Human Resources Management
Recruitment & Staffing
- Manage transparent and merit-based recruitment processes.
- Prepare employment contracts, amendments, and onboarding documentation.
- Conduct reference checks and ensure documentation completeness.
Personnel Administration
- Maintain updated personnel files (hard and soft copies).
- Manage attendance, leave tracking, and timesheets.
- Support monthly payroll preparation.
- Maintain HR database and staff tracking systems.
Performance Management
- Support performance appraisal processes.
- Track probation reviews and contract renewals.
- Coordinate staff capacity-building initiatives where required.
Compliance & Safeguarding
- Ensure compliance with Afghan Labor Law and donor HR requirements.
- Support implementation of Code of Conduct, Anti-Fraud, Safeguarding, PSEA, and Anti-Harassment policies.
- Maintain confidentiality of personnel and financial information.
- Support safeguarding reporting and documentation requirements in coordination with program teams.
C. Administration & Office Operations
- Ensure proper asset management and inventory tracking.
- Support procurement documentation in compliance with internal and donor procedures.
- Maintain organized office filing systems.
- Ensure administrative support for field teams as required.
Technical Skills
- Strong knowledge of accounting principles.
- Proficiency in QuickBooks.
- Strong Excel skills.
- Experience with online banking systems.
- Strong documentation and reporting skills.
Languages
- Fluency in English.
- Proficiency in Dari and/or Pashto.
