Job Description:
The Technical Health Manager will provide technical leadership and oversight to ensure effective implementation of EPHS at the Nangarhar Regional Hospital. The role focuses on quality of care, adherence to national standards, capacity building of health staff, performance monitoring, and coordination with government and stakeholders.
Reports To: PHC Lead
Job Requirements:
1. Technical Leadership & Program Implementation

Provide overall technical guidance for EPHS implementation at the Regional Hospital.

Ensure all services comply with national EPHS policies, guidelines, and standards.

Support hospital departments in delivering standardized clinical services.

Lead development and updating of technical work plans aligned with project objectives.

Develop clinical protocols, guidelines, and Standard Operating Procedures (SOPs).
2. Quality Improvement & Clinical Governance

Establish and monitor hospital quality improvement (QI) systems.

Conduct routine clinical audits and performance assessments.
-
Support morbidity and mortality reviews and corrective action plans.

Promote patient safety initiatives and quality assurance mechanisms.
3. Supportive Supervision & Monitoring
-
Conduct regular supportive supervision visits across departments.
-
Perform clinical assessments to evaluate service quality and compliance.
-
Provide on-the-job coaching and mentoring to healthcare staff.
-
Identify gaps in service delivery and recommend solutions.
4. Infection Prevention & Control (IPC)
-
Ensure strict adherence to IPC standards and protocols.
-
Monitor hygiene, sterilization, waste management, and isolation procedures.

Support implementation of outbreak preparedness and response measures.

Train staff on IPC best practices.
5. Capacity Building & Training
-
Assess training needs of clinical and administrative staff.

Develop and implement capacity-building plans.

Organize and conduct clinical, technical, and management trainings.

Facilitate continuous professional development activities.
6. Health Information & Reporting
-
Ensure accurate, complete, and timely data collection through HMIS.

Monitor data quality and provide feedback to departments.

Analyze service statistics for performance improvement.

Contribute to development and review of monthly, quarterly, and annual reports.

Ensure technical accuracy of reported information.
7. Coordination & Stakeholder Engagement

Participate in relevant technical meetings with MoPH, PPHD, and partners.

Coordinate with the Provincial Public Health Directorate (PPHD).

Liaise with hospital leadership, departments, and implementing partners.
-
Support integration with other health programs and initiatives.
8. Administrative & Other Duties

Support planning and implementation of project activities.

Ensure proper documentation of technical activities.
-
Assist in procurement planning for medical supplies when required.

Perform any other tasks assigned by the supervisor consistent with the role.
