About ANOD:

Afghanistan National Organization of the Deaf (ANOD) is an Organization of People with Disabilities (OPD) operating in Kabul since 2003 and managing deaf school projects since 2005, aimed at providing education services for children with hearing impairments. ANOD is a nonprofit, non-political organization registered with the Ministry of Economy (No. 4751). It aims to enhance the social and economic inclusion of people with hearing impairments through education.

Job Description:

Position Overview:

ANOD is seeking a highly skilled and motivated Project Manager to oversee and manage education projects for children with disabilities in Kabul province. The Education Project Manager will be responsible for planning, implementing and coordinating education activities in a school for deaf and disabled children. This is a leadership role that requires strong project management skills, knowledge of education, preferably special education and inclusion best practices, and the ability to work collaboratively and effectively with team of hearing impairment people.

The Project Manager will play a key role in strengthening project systems, improving coordination processes, and supporting structured planning and communication within ANOD and with external stakeholders. The role requires professionalism, patience and the ability to operate effectively in a dynamic and evolving institutional environment.

 

Main duties and responsibilities:

  1. Project Implementation and Management:
  • Lead the implementation of education projects, ensuring adherence to established timelines, budgets, and quality standards.
  • Establish and maintain clear project planning tools, documentation systems and internal coordination mechanisms.
  • Coordinate and oversee project activities, including teacher training and student support programs for children with disabilities, in close collaboration with donor representatives, school management, and teachers.
  • Monitor project progress, identify risks and issues, and develop mitigation strategies to ensure project success.
  • Ensure decisions and project processes are documented and aligned with ANOD policies and donor requirements.
  • Cooperate with government line agencies, including Ministry of Education, Ministry of Economy, Kabul City Education directorate, Technical Vocational, Education and Training Authority directorate (TVET-A) and other relevant district education departments.

2.  Collaboration and Partnerships:

  • Build and maintain strong relationships with special education institutions, disability-focused organizations, government sectorial departments and other relevant stakeholders.
  • Coordinate, attend and facilitate regular meetings, workshops, and forums to promote collaboration and knowledge sharing among stakeholders.
  • Advocate for the rights and needs of hearing-impaired and visually impaired children within the education sector and the broader community.
  • Support ANOD leadership in strengthening internal procedures, communication channels and decision-making processes related to obtaining project approvals and implementation.
  1. Reporting:
  • Prepare and submit narrative reports on a monthly, quarterly, and annual basis in accordance with ANOD and donor’s requirements.
  • Document lessons learned and best practices and write success stories
  1. Human Resource Management:
  • Participate in project team recruitment processes.
  • Supervise, coach and mentor staff and regularly evaluate staff performance.
  • Support the preparation of terms of reference for project consultants and trainers
  1. Financial Reporting:
  • Prepare project budget, including forecast. Monitor expenditure and ensure that project burn rate is within the approved budget plan.
  • Ensure accurate and timely financial reporting to donors, adhering to their reporting requirements and guidelines.
  • Collaborate with the finance and administration teams to gather financial and budgetary information for reporting purposes and provide oversight to procurement plans.
  • Monitor project expenditures, ensuring compliance with budgetary allocations and donor restrictions.

Job Requirements:

Qualifications:

  • Bachelor’s degree in project management, business administration, education or a related field. Master’s degree is an advantage.
  • Proven experience in managing projects, preferably in NGOs and in the area of education.
  • Excellent project management skills, including planning, implementation, monitoring and reporting.
  • Demonstrated ability to work constructively within complex organizational environments and to introduce improvements in a respectful and collaborative manner.
  • Demonstrated ability to engage and collaborate with diverse stakeholders, such as government officials, special educators, disability-focused organizations.
  • Strong analytical and problem-solving skills.
  • Strong conflict management and communication skills
  • High level of emotional intelligence, diplomacy and resilience.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities under pressure while maintaining professionalism.
  • Strong digital literacy, including proficiency in Excel, reporting tools and documentation systems
  • Good knowledge of education systems, policies, and practices will be considered a strong advantage.

 

Required Languages: Fluency in English required. Working proficiency in either Dari or Pashtu required. Knowledge of sign language is an advantage, although not mandatory.

Location: The position is based in Kabul and requires regular engagement and travel within Kabul to coordinate with government authorities, donors, partners and other key stakeholders.
