About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Description:

  •   Develops and drives the annual procurement strategy and plan, aligning with organizational priorities, budget cycles, and grant requirements in consultation with department heads and senior leadership.
  •    Provides strategic advice to senior leadership on procurement risks, opportunities, and compliance matters.
  •    Leads the development and continuous improvement of procurement systems, ensuring transparency, efficiency, and accountability across the entire supply chain.
  • Establishes, reviews, and champions procurement policies, procedures, and frameworks that comply with AKHS-A standards and donor regulations.
  • Ensures organization-wide compliance with all procurement-related policies, donor guidelines, and legal requirements.
  • Maintains ultimate accountability for the integrity and audit readiness of all procurement documentation and records.
  • Ensures procurement activities across all grants are strategically aligned, donor-compliant, and accurately reported to support grant stewardship and audit requirements.
  • Manages the procurement of medical and non-medical items, personally handling strategic or high-value purchases while delegating routine procurements to team members.
  • Oversees all international procurement processes, coordinating with the Administration & Procurement/Global Purchase Team and ensuring clean, audit-ready documentation.
  • Leads high-value and strategic procurement negotiations, including complex contracts, RFQs, RFPs, and tender processes in consultation with the Procurement Committee.
  • Directs market surveys and supplier research to gather accurate pricing and capability information, using insights to inform strategic sourcing decisions.
  • Oversees the development and management of a robust supplier base, including pre-qualification, evaluation, and performance monitoring frameworks.
  • Leads supplier selection, evaluation, quality assurance, and performance measurement processes, making final recommendations on supplier approval and removal based on performance data.
  • Develops checklists and schedules to monitor supplier deliveries against specifications, quantities, timelines, and contract terms, reviewing monitoring reports from team members.
  • Escalates and resolves significant supplier performance issues with senior leadership and the Procurement Committee.
  • Provides strategic oversight of logistics and customs clearance processes, ensuring timely acquisition of NOCs, exemption certificates, and clearance documentation.
  • Resolves complex clearance issues personally, maintaining strategic relationships with customs officials and logistics providers to facilitate smooth operations.
  • Ensures robust quality assurance mechanisms are in place, coordinating with technical teams to verify that procured goods and services meet organizational specifications and standards.
  • Personally verifies quality and specification conformity for strategic procurements, ensuring any discrepancies are addressed immediately.
  • Identifies systemic procurement risks and leads the resolution of complex, high-impact procurement issues in consultation with senior leadership.
  • Develops and implements mitigation strategies to address procurement challenges and strengthen organizational resilience.
  • Leads, mentors, and develops the procurement team, fostering a culture of accountability, continuous improvement, and high performance.
  • Sets clear performance expectations, conducts performance reviews, and identifies professional development opportunities for team members.
  • Establishes work standards and schedules, delegating tasks effectively and ensuring balanced workloads.
  • Trains team members in methods, procedures, and compliance requirements, building organizational capacity.
  • Maintains oversight of all procurement documentation, ensuring delivery documents (invoices, packing lists, waybills, Delivery Notes, GRNs) are properly prepared, signed, stamped, and filed.
  • Ensures the team follows consistent record-keeping practices, personally reviewing records for high-value transactions and conducting spot checks for accuracy.
  • Maintains ultimate accountability for the accuracy, completeness, and availability of all procurement documentation for audits and donor reviews.
  • Ensures timely, accurate, and strategic reporting to senior management, donors, and the Global Purchase Team on procurement performance, risks, and compliance.
  • Prepares and submits monthly procurement reports by the 5th of each month, including completed procurements, outstanding PRs, and PO status, with analysis and recommendations.
  • Prepares and submits quarterly and annual procurement volume reports, providing strategic insights to the Global Purchase Team and key stakeholders.
  • Reviews team inputs and validates data before submission, ensuring weekly status reports are shared with relevant departments and addressing any escalations.
  • Prepares and presents procurement reports to governance bodies, auditors, and stakeholders, personally attending audit meetings and responding to queries.
  • Represents AKHS Afghanistan in procurement forums with donors, AKDN entities, government authorities, and external partners.
  • Collaborates with AKDN Group Procurement and the Group Purchase Committee to leverage best practices, optimize supplier sources, and achieve cost efficiencies.
  • Performs any other tasks as assigned by the Line Manager.

 

Job Requirements:

  • Minimum 7 to 8 years of progressive experience in Procurement or Supply Chain Management, with demonstrated increasing responsibility and complexity.
  • Proven track record of managing competitive tenders and bidding processes within large-scale national or international service organizations.

Healthcare sector experience is highly desirable, particularly within hospital systems or health service organizations.

  • Bachelor’s or Master’s degree in Business Administration, Supply Chain Management, Pharmacy, Logistics or a related field from a recognized institution.
  • Sound understanding of procurement principles, tendering, supplier sourcing and contract management.
  • Familiarity with pharmaceutical procurement and inventory coordination will be preferred.
  • Knowledge of compliance requirements and local regulatory standards (where applicable).
  • Proficiency in ERP systems and MS Office applications
  • Results-driven, ethical and adaptable professional with a strong service and stakeholder focus.
  • Strong integrity with the sensitivity to manage confidential information.
