Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description:
MAIN RESPONSIBILITIES AND TASKS
- Apply MOPH/AKHS-A National medicine policy, long term action plan and pharmaceutical annual report.
- Responsible for planning, implementing, supervision and monitoring of pharmaceutical activities.
- Oversee and support the reception and distribution of medicines, medical consumables, laboratory reagents, and medical equipment, cross-checking accuracy with inspection committee members.
- Strong knowledge and hands-on experience in using mSupply software for pharmaceutical stock management, inventory control, reporting, and data analysis.
- Administer and maintain NPO mSupply and ERP databases, ensure data integrity and system performance, and deliver ongoing technical support and guidance to regional teams as needed.
- Ability to train and support colleagues on mSupply usage, ensuring accuracy in stock records and compliance with standard operating procedures
- Carry out physical inventory of pharmaceuticals and medical equipment, prepare accurate Good Receive Note (GRN), Goods Delivery Notes (GDNs), and ensure timely coordination and follow-up with regional offices.
- Identify and reports problem that interferes the delivery of services.
- Provide first aid kits for the office and emergency kits for the vehicles traveling around.
- Make sure that the medicine supply arranged according to the FEFO & FIFO.
- Ensure safe, clean and proper storage as per the GSP standard of all medicine and other medical equipment within the warehouse.
- Develop region-wise distribution plans based on approved requests and submit them to the procurement department for further coordination with relevant suppliers to ensure timely packing of items.
- Prepare monthly activity reports of the pharmaceuticals warehouse.
- Supervise distribution of stocks like medicine, medical consumable and equipment properly.
- Manage and monitor the monthly supply and consumption database for health facilities, ensuring accurate data review, timely follow-up, and provision of constructive feedback to regional teams.
- Supervise the tracking of transportation for pharmaceuticals and medical equipment to regional offices, prepare detailed payment sheets, and collaborate closely with finance to ensure timely and accurate processing of payments to suppliers.
- Estimate the number of drugs needed for implementation of BPHS/EPHS in each facility, the estimate is to be based on data reflecting actual need and consumption.
- Assist in the implementation of the use of medicine consumption forms in all health facilities supported by NGO.
- Review and comment on pharmaceutical requests prior to finalizing them.
- Coordinate with admin/logistic department to ensure that all low volume medical supplies have been sent by local transportation and receive properly by the regional office and facilities.
- Maintain record of all source documents on computer, hardcopies, register and ensure ready availability for audits/ evaluations.
- Establish liaison and rapport with MOPH related department to be strengthened the BPHS/EPHS.
- Contribute to pharmaceutical evaluation and inspection committee activities, as required, ensuring compliance with organizational standards.
- Prepare and coordinate pharmaceutical cost allocation for procurement and finance units.
- Regularly update and maintain the pharmaceutical reception tracking sheet to ensure accurate records.
- Any assignment given by the line manager.
