About Action Against Hunger:
Action Against Hunger (ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.
Job Description:
Job Purpose
The WASH Manager supports the Head of WASH Department in ensuring the quality, relevance, accountability, and strategic direction of ACF’s WASH programming in Afghanistan.
The WASH Manager contributes to:

High quality technical and managerial oversight of WASH interventions
-
Strengthening the capacity and performance of WASH teams
-
Ensuring effective coordination, timely reporting, and compliance with donor and ACF standards

Acting as Officer-in-Charge (OIC) when the HoD is absent
Mission 1: Support the Design, Development & Technical Quality of WASH Programs
The WASH Manager supports the HoD to:
-
Lead WASH assessments, data analysis, and context monitoring.
-
Draft or contribute to concept notes, proposals, and technical annexes.
-
Conduct technical reviews of WASH activities (hard & soft) across all bases.
-
Ensure WASH components of multisector proposals (Health/Nutrition/FSL/Protection/ERM) meet standards.
-
Contribute to development and update mission WASH strategy.
-
Promote innovation, technical research, and evidence-based approaches.
Tasks:
-
Support field teams in designing needs assessments and tools.
-
Review engineering designs/BoQs, community engagement plans, gender/protection integration.
-
Coordinate with Logistics/Finance/HR to ensure realism of budgets, procurement plans, and timelines.
-
Provide technical feedback to proposals before HoD validation.
-
Participate in strategic discussions with HoD about program design and sectoral priorities.
Mission 2: Monitoring, Quality Assurance & Coordination of WASH Programs
The WASH Manager assists the HoD in:

Monitoring project implementation and ensuring progress against targets.
-
Reviewing APRs, field reports, and PM data for quality and accuracy.
-
Supporting donor reporting and ensuring alignment with technical standards.
-
Ensuring integration of protection, gender, accountability (AAP), and do-no-harm principles.
Tasks:
-
Analyse program data and recommend corrective actions to PMs.
-
Conduct regular field visits to monitor quality infrastructure work and soft component implementation.
-
Follow up on technical recommendations and action points with field teams.
-
Assist PMs to meet ACF, donor, and cluster reporting requirements.
-
Ensure documentation and archiving of technical assessments, designs, and field data.
Mission 3: Government, Cluster & Partner Coordination
The WASH Manager contributes to:
-
Strengthening coordination with government (MRRD, DoRR, MoPH, ANDMA, etc.), national NGOs, and INGOs.
-
Ensuring ACF’s technical positioning is well represented in the WASH Cluster and relevant working groups.
-
Developing and maintaining positive partnerships and MoUs under guidance from the HoD.
Tasks:
-
Attend cluster/technical/sector coordination meetings when delegated by HoD.
-
Provide technical inputs for national WASH strategy, standards, and guidelines.
-
Support negotiation or revision of MoUs and partnership agreements.
-
Follow up on joint monitoring, evaluations, and interoperability with partners.
Mission 4: Representation of ACF in WASH Related Platforms
The WASH Manager represents ACF when delegated by the HoD:

In meetings with donors, clusters, authorities, and peer agencies.

During field visits, donor missions, and joint assessments.
-
In external communication when needed (presentations, briefs, technical notes).
Tasks:
-
Prepare talking points, technical briefs, and meeting minutes.
-
Support donor visibility, reporting, and stakeholder engagement.
-
Communicate updates on WASH sector developments to internal teams.
Mission 5: Team Management, Capacity Strengthening & Staff Development
The WASH Manager supports the HoD to:
-
Strengthen the technical and managerial capacity of WASH teams.
-
Ensure performance management, coaching, and mentoring of PMs.
-
Conduct technical trainings based on gaps identified in collaboration with PMs, Field Coordinators and IP staff.
Tasks:
-
Conduct regular coaching sessions with PMs and Kabul based WASH staff.
-
Contribute to designing capacity building plans and training modules.
-
Assist in recruitment (technical tests, interviews, onboarding).
-
Follow up on individual work plans and performance improvement plans.
-
Ensure mainstreaming of gender, protection, and accountability in WASH teams.
Act as Officer-In-Charge (OIC):
-
When the HoD is on leave or unavailable, take full responsibility for strategic and operational follow-up.
Job Requirements:
SKILLS & EXPERIENCES REQUIRED FOR THE JOB
Education (if relevant) and experiences expected:
-
University degree in Environmental Engineering, Water Resources, Civil Engineering, or related fields.
-
Master’s degree preferred.
Experience:
-
Minimum 4–5 years in WASH programs including emergency and development settings.
-
At least 1–2 years in a coordination or senior technical role.
-
Experience in Afghanistan context is strongly preferred.
-
Familiarity working with donors such as ECHO, GAC, AHF, UNICEF, OCHA/ERM.
Technical skills:
-
Strong knowledge of WASH engineering standards & humanitarian guidelines.

Good understanding of community based WASH, hygiene promotion, SBC models, and protection/gender mainstreaming.

Ability to analyse data, develop designs/BoQs, and review technical reports.
-
Strong proposal writing and technical documentation skills.

Languages:

Fluent in Dari and Pashto (spoken, written).

Good working knowledge of English.
