The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description:
- Monitoring and evaluation of all MCH, EPI, HMIS, CHWs, Midwifery, Nursing, nutrition, Pharmacy, equipment, logistics, admin, reproductive health, cross border, PPH, mental health, mobile units, and all other activities in program’s area for identification of gaps and submission of report to RPM for further actions.
- Assist program, cluster supervisors and heads of health facilities to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on indicators
- Act as the focal point for developing, standardizing and deploying survey tools, and other data collection forms to realize the effective use of monitoring plans.
- Assist with the implementation of baseline / other surveys, monitoring and evaluation exercises for programs/projects and impact assessments.
- Develop and maintain quarterly analysis for program to gauge program performance.
- Train field staff and local partners on data management, data analysis and results-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods and principles and report writing techniques and requirements of donors.
- Assist with the documentation and report of assessments, program data, lessons learned and best practices for dissemination throughout AKHS health facilities, communities, PHT and MOPH PHCC meetings
- Ensure feedbacks are timely and accordingly communicated to field staff on their reports.
- Conduct regular monthly field visits to monitor and supervise staff for handling of HMIS formats properly and accurate reporting.
- Maintain effective regular communication with field, regional and national offices.
- Ensure printing of materials well before supply times.
- Any other tasks as and when assigned by the regional management.
- Ensure that clinical staff uses proper format without discrepancies.
- Ensure feedbacks are timely and accordingly communicated to field staff on their reports.
- Assist the health facility staff in using guidelines, and other documentation relating to outbreak and other infection prevention program activities, including filing, meeting minutes, technical training reports, presentations, translations training materials.
- Ensure appropriate record is available and statistical information is maintained.
- Act as a resource for the development managing program inputs (operational inputs) and program outputs;
- Ensure use of guidelines and assist in training on various Indicators
- Develop and implement plans for further integration of information management systems in coordination with HMIS officers.
- Participate in Proposal Development and Reports Management
- Coordinate with PHT and field program staff and other relevant stakeholders on proposal development, cost effective program strategies and activities;
- Gather information needed for concept papers and proposals related to program area
- Maintain a comprehensive list and schedule of private and institutional funding reports, including the detailed requirements necessary for each donor/grant and/or project
- Ensure continuity in program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
- Assist in the facilitation and management of field visits by donors and partners.
- Provide monthly and quarterly M&E reports to the National M&E Officers.
- Act as focal point and communicate regularly with National M&E Officers on all M&E related activities of the region.
- analyses M&E data/reports on monthly and quarterly basis and report to the National Program Office technical staff
- Actively participate as a verified quantitative member for analysing P4P program activities.
- Contribute to the implementation according to the project's PIP implementation plan and carry out corrective actions at the health centre and relevant departments in a timely manner.
- Actively participate and cooperate in P4P management based on the health centre’s activities.
- Feel responsible for managing relevant P4P indicators at the health centre level.
- Provide health services, maintain accurate registration, collect precise data, and prepare reports for the relevant department.
- Provide healthcare according to BPHS guidelines, including case detection, consultation, treatment, and follow-up with complete registration of patients/client (Name , address, contact number ) for verifying the client.
- Strongly consider the consistency and accuracy of client/patients.
- Monitor QQM indicators and actively assist the relevant staff.
- Track non-QQM indicators with the help of relevant colleagues and actively participate in the health center’s PIP.
- Apply M&E database of the MoPH/AKHS National Office on a monthly and quarterly basis.
Carry out any other task assigned time to time by the RPM or his/her in charge.

Education:
- Medical Degree (MD) or Bachelor of Public Health from a recognized University.
Experience:
- At least 2 years’ experience of working in M&E and familiar with the communities, also familiar with conducting assessments and surveys, indicators, implementing monitoring plans, and data analysis.
Skills:
- Knowledge of BPHS and EPHS, good computer skills, communication skills, problem solving and reporting skills.
- Possesses strong leadership, communication (verbal and written), time management, problem solving, decision making, critical thinking and interpersonal skills (team player).

Technical Skills:
- Excellent verbal and written communication skills in English and Dari. Fluency or proficiency in Pashto is an advantage.
