Job Description:

Purpose of the Position

The Finance Officer is responsible for managing day-to-day financial operations of GWO, ensuring accurate financial reporting, compliance with donor and organizational policies, and supporting efficient use of resources.

Scope of Work

The Finance Officer will oversee and execute all financial management functions of GWO projects and operations. This includes maintaining financial records, processing transactions, monitoring budgets, ensuring compliance with donor and national regulations, and supporting financial planning and reporting. The role requires close coordination with program and administrative teams to ensure efficient and accountable use of organizational resources.

Key Responsibilities

  1. Maintain accurate and up-to-date financial records in accordance with GWO policies and accounting standards.
  2. Process payments, receipts, and journal entries in a timely manner.
  3. Prepare monthly, quarterly, and annual financial reports.
  4. Monitor project budgets and expenditures to ensure alignment with approved budgets.
  5. Assist in the preparation of organizational and project budgets.
  6. Track budget utilization and provide variance analysis.
  7. Support program teams in financial planning and forecasting.
  8. Ensure compliance with donor regulations, national laws, and GWO financial policies.
  9. Maintain proper documentation and filing systems for all financial transactions.
  10. Support internal and external audits by providing required documentation and explanations.
  11. Manage cash flow, including cash requests and disbursements.
  12. Conduct regular bank reconciliations.
  13. Ensure secure handling of cash and financial instruments.
  14. Assist in payroll preparation and ensure timely salary payments.
  15. Calculate taxes and statutory deductions in compliance with Afghan law.
  16. Support administrative functions related to finance when required.
  17. Coordinate with program staff to ensure financial alignment of activities.
  18. Provide financial guidance to non-finance staff.
  19. Prepare financial reports for donors and management.
  20. The finance officer will report directly to the Finance Manager and will work closely with all main office staff, project staff, field officers, and other relevant staff.
  21. Any other task by senior management.

Job Requirements:

Required Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum of 3–5 years of relevant experience, preferably with NGOs.
  • Strong knowledge of accounting principles and financial reporting.
  • Experience with donor-funded projects and compliance requirements.
  • Proficiency in accounting software and MS Office (especially Excel).
  • Good understanding of Afghan financial regulations and tax laws.

  • Fluency in English (written and spoken).
