About TLO:
The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.
Job Description:
Job Summary: The Field Officer is responsible to support the implementation of project activities at the community level, with a focus on engaging youth and local stakeholders. The role includes facilitating small grants, organizing dialogue and coordination meetings, mobilizing communities, and monitoring activities. The Field Officer also ensures inclusive participation, proper reporting, and adherence to safeguarding and conflict-sensitive approaches.
Duties and Responsibilities:
- Support the planning and implementation of all project activities at the community level in line with approved work plans and timelines
- Facilitate the implementation of small grant initiatives, particularly for youth-led and community-based groups
- Mobilize communities, especially youth, women, and marginalized groups, to actively participate in project activities
- Build and maintain strong relationships with community leaders, shuras, youth groups, and other local stakeholders
- Organize and facilitate monthly coordination meetings and community problem-solving sessions
- Support the implementation of social dialogue sessions across target locations and encourage inclusive participation
- Document key discussions, community issues, and agreed actions from meetings and dialogue sessions
- Assist in the identification, selection, and support of beneficiaries for small grants and local initiatives
- Provide basic guidance to community groups on activity implementation, reporting, and accountability
- Monitor the progress of field activities and supported initiatives to ensure effective and timely delivery
- Collect and compile data on project outputs, outcomes, and participation
- Prepare regular field reports highlighting progress, challenges, and recommendations
- Document success stories, lessons learned, and case studies, particularly related to youth cultural activities
- Ensure all activities are implemented in a conflict-sensitive, inclusive, and culturally appropriate manner
- Identify risks, challenges, or tensions in the field and report them to supervisors in a timely manner
- Coordinate with local authorities, elders, and relevant stakeholders to ensure community acceptance and support
- Represent the project at community-level meetings and events when required
- Ensure compliance with organizational policies, including safeguarding, accountability, and do-no-harm principles
- Support feedback and complaint mechanisms to ensure community voices are heard and addressed
Job Requirements:
- Bachelor's degree in a relevant field (social sciences, or a related discipline)
- Proven experience (at least 3 years) in project coordination preferably in community development, peacebuilding, or social cohesion projects.
- Resident of Daikundi Province
- Strong understanding of community dynamics, conflict resolution mechanisms, and local governance structures.
- Excellent interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders.
- Strong analytical and problem-solving skills, with the ability to identify and address project-related challenges.
- Fluency in English (both written and spoken) is desirable.
