Job Description:

Job Summary:

The WASH Engineer under the AICS-funded project will be based in Nangarhar and will also support the Kabul team as required. The role includes conducting feasibility assessments and site surveys, and preparing Bills of Quantities, technical designs, and related project documentation. The Engineer will ensure that all costs for goods, work, and services are realistic, aligned with market rates, and fully accounted for.

Before finalizing sub-projects, the Engineer will also support the development of practical operation and maintenance (O&M) plans, including cost recovery mechanisms where needed, and facilitate the establishment of community-based O&M committees to ensure sustainability of WASH facilities.

 

Responsibilities and Tasks

Tasks 

  • Ensuring adequate technical oversight, including assessing the impact of WASH engineering interventions on habitats, is provided in site selection, survey, and feasibility of the proposed sub projects before finalization of the proposals.
  • Preparation of WASH design package including (Survey, GIS Map, drawing of sub projects, BoQ etc.)
  • Ensure all project costs for goods, work, and services are realistic, aligned with market rates, and fully budgeted.
  • Develop and support implementation of operation and maintenance (O&M) plans, including cost recovery mechanisms where applicable.
  • Creation of Operation and maintance committee
  • Providing technical assistance to skilled labor, monitoring from each stage of subproject during its implementation period. This includes support and oversight into procurement and financial issues.
  • Ensuring that the site plan, section, details, and all required maps are completed and prepared as per site condition. In this process, impact assessment of the project element on human and eco system to be considered.
  • Conduct feasibility assessments, site surveys, and prepare technical designs and Bills
  • Prepare the drawing details and technical design for the sub project.
  • prepare estimation and technical proposal for the sub project.
  • Timely monitoring must be done with proper reporting and recommendations.
  • Check construction materials in the field before the implementation of the project.
  • Reporting the project progress which is under construction to Line Manager and Project coordinator.
  • Perform any other duties as required by the line manager.
  • Any other task assigned by line manager from time to time.

Education & Training:

·       Bachelor’s or master’s degree in civil engineering, or equivalent

  • Training certificates in Engineering software are strong assets for the role.

·  Experience (Number of Years and field of expertise): 

·       Minimum of 4 years of relevant professional experience, including applied experience in WASH projects.

·       Work experience with international / national organization.

·       Ability to work well with a range of stakeholders, including project -affected peoples, government officials, international and Donors

Technical Skills (Examples: languages, planning, , word processing, advanced written and verbal communication, presentation etc)

·       Experience working with I/NGOs will be preferred.

·       Excellent knowledge of community development and social environments.

·       Proven management ability and strong interpersonal skills – team player.

·        Problem-solving skills.

·        Proficiency in the most common computer software, including word processing and excel spreadsheets.

·        Ability to deal with difficult, often frustrating work situations.

·        A willingness to live, travel and work in isolated and possibly dangerous locations.
