About the project:
The project titled Integrated Life-Saving Response and Community Resilience Strengthening for Vulnerable Populations in Afghanistan funded by Italian Agency for Cooperation and Development (AICS) for a period of 15 months to facilitate access to life-saving services (WASH, MPCA), promote livelihoods and resilience of communities and returnees in Kabul and Nangarhar, strengthening their disaster risk reduction capacities. This will ensure that populations affected by the humanitarian crisis have timely access to life-saving services and strengthened resilience through integrated interventions that address priority needs, protect the most vulnerable groups, and support sustainable livelihoods.
The intervention will be implemented by a consortium of two international NGOs, ActionAid (ActionAid Afghanistan, lead, and ActionAid International Italia ETS) and InterSOS. Both NGOs will operate in Kabul and Nangarhar, ensuring complementary, technical lead in WASH, FSL and DRR sectors
Job Purpose and Role:
ActionAid is looking for an experienced professional Consortium Project Manager possessing conceptual understanding, adequate technical knowledge, managerial expertise and leadership quality to guide implementation of the project. Reporting to and supporting the Humanitarian Program Manager, the incumbent will manage a small team of ActionAid staff and the consortium partners with overall responsibility for leading and supporting the activities of the consortium, including ActionAid and coordination with external stakeholders.
The Project Consortium Manager is responsible for overall leadership, coordination, and management of the consortium project. The role ensures effective planning, implementation, coordination among partners, compliance with donor and ActionAid requirements, and timely delivery of quality results. The position provides strategic, technical, and managerial oversight across all components of the Action.
Responsibilities and Tasks

- Collaborate with Consortium partners to ensure they are fully informed and project partnership agreements (PPAs) are signed with them.
- Establish and manage close working relationships and effective communications with the Consortium partner, Project Managers and Country Directors, as well as key government and donor personnel.
- Serve as Secretary to the Consortium Steering Committee, ensuring strong support to members, providing timely information, project and financial reports, coordinating meetings, developing agendas and minuting the meetings.
- Recruit, train, motivate and manage strong team members and provide support to project team in recruitment and performance management of all other project staff.
- Lead collaboration of consortium partners to set project standards and prepare/maintain operational manuals. Ensure staff members are adequately trained to apply updated standards and operations manuals.
- In consultation with the Project Managers, coordinate, align, and monitor annual, quarterly and monthly work plans and budgets.
- Coordinate effective utilization of technical expertise within the Consortium, to implement and maximize quality and impact of project activities. Engage consultants/s for technical input, drafting terms of reference as needed.
- Coordinate the timely and quality implementation of activities, according to standards and norms, in agreements with the donor and partners, ActionAid’s policies, the local context and Afghan law.
- Regularly visit field activities and meet with stakeholders to monitor, guide and support Consortium partners in attaining the outcomes/results of the project.
- Oversee and control all project procurement, expenditure and accounting and work with Consortium partners to adopt financial and accounting standards in line with ActionAid ’s and the donor’s policies so as to ensure coherence in project reporting.
- Follow-up with partners to ensure corrective actions of the audits are implemented on time and submitted to ActionAid for further submission to the donor if needed.
- Monitor the timeliness, accuracy, completeness and quality of all project financial transactions and reports, ensuring complete transparency in the utilization of financial resources.
- Work with respective MEAL teams and the MEAL Manager to create and apply tools and processes for timely measuring and documenting project and consortium partners’ performance. Ensure timely and accurate collation of evidence; analysis; documentation, sharing and integration of learning.
- Coordinate with consortium partners to ensure baselines, midterm reviews, studies and project evaluations are undertaken, documented and appropriately shared in a timely manner.
- Create Larning and knowledge objectives for the project and consortium and lead the processes to achieve them. Organize workshops and conferences, presenting and sharing best practices and lessons learned.
- Validate, edit and consolidate periodic narrative and financial reports from consortium partners and prepare timely, high-quality consolidated narrative and financial project reports for ActionAid, the Steering Committee and the donor.
- Represent ActionAid, the consortium and the project in relevant internal and external meetings with donors, partners and other stakeholders. And always, represent the best interests of ActionAid.
- In coordination with the Communications and Grant Management team, develop brochures, fact sheets, manuals, videos, web and social media content and all other broadcast and published materials, ensuring brand standards are maintained.

· Graduate or master’s degree from a well-recognized University in project management, international development, management science, social science, Agriculture or another relevant area or equivalent professional experience.
Experience (Number of Years and field of expertise):
· Proven experience of at least 10 years as Project Manger with INGO preferably in the WASH, food security & livelihood, DRR and emergency sectors.
· Experience leading a consortium or large-scale project management will be a plus.
· Strong background in humanitarian programming, budgeting, and risk management.
Technical Skills (Examples: languages, planning, budgeting, word processing, advance written and verbal communication, presentation etc.)
· Strong leadership and team management skills.
· Excellent project management, budgeting, and reporting skills.
· Language: English, Local Languages (Dari, or Pashto) are essential and Proficiency in Italian is preferred.
· Ability to contribute to proposal writing and fundraising.
· Strong decision-making and problem-solving skills.
