جمعیت هلال احمر افغانستان که در سال 1934 تأسیس شد، یک نهاد مستقل و بشردوستانه است که توسط دولت افغانستان به عنوان یک نهادخیریه و بیطرف برای ادارات دولتی به رسمیت شناخته شده است. جمعیت هلال احمر افغانی سره میاشت نقش مهمی در ارائه خدمات رضاکارانه و کمک های بشری ایفاء میکند. بر اساس قانون و اساس نامه جمعیت ملی فعالیت های خویش  را مطابق با اصول هفت گانه خویش  بشردوستی، بی طرفی، استقلالیت، خدمات رضاکارانه، وحدت و جهان شمولیت غیر جانبداری انجام می دهد. از جمله، جمعیت ملی وظیفه دارد به جوامع آسیب دیده کمک کند، سرپناه اضطراری تهیه کند و اقلام امدادی را بین افراد آسیب پذیر توزیع کند. جمعیت هلال احمر از طریق شبکه ای متشکل از 7 زون ساحوی و 34 نمایندگی در ولایات میباشدکه بیش از 20000 کارمند و رضاکار آموزش دیده،با همکاری سازمان های ملی و بین المللی با در سطح کشور برای کاهش الارم بشری در طول دهه‌های گذشته، جمعیت هلال احمر افغانی سره میاشت موفق شده است که بی‌طرفی خویش را حفظ کند و از پذیرشی برخوردار است که تیم‌هایش را قادر می‌سازد تا اقدامات بشردوستانه اصولی را در سراسر خطوط درگیری، از جمله در بخش‌های بزرگی از مناطق تحت کنترل گروه‌های مخالف مسلح، انجام دهند. با حمایت شرکای خود مانند اداره محترم - فدراسیون بین المللی صلیب سرخ (IFRC)، کمیته بین المللی صلیب سرخ (ICRC)  و دیگر شرکای خویش تقویت میگردد .

Provide senior anesthetic leadership and advanced perioperative care for high-acuity cardiac surgical patients (neonates, infants, children and relevant adults): deliver safe anesthesia for complex cardiac operations and catheter procedures, lead perioperative airway/ventilation and hemodynamic management, supervise trainees, and contribute to anesthesia governance, training and service development.

Key responsibilities:

1. Provide expert anaesthesia for elective and emergency cardiac surgeries and high-risk catheter/hybrid procedures, selecting and delivering techniques appropriate to the cardiac lesion and surgical plan.
2. Lead peri-operative haemodynamic management: induction, invasive arterial/central monitoring, vasoactive/inotropic dosing, temperature control and coordinated post-bypass care with surgery and perfusion.
3. Manage airway and ventilation for complex cardiac patients across age groups: safe paediatric intubation, lung-protective ventilation strategies, pulmonary-hypertension management and use of advanced ventilatory modes.
4. Provide anaesthesia and sedation leadership in the Cath Lab and hybrid theatres: develop shared-airway plans, supervise procedural sedation and ensure procedural safety.
5. Perform and authorise pre-operative anaesthetic assessments and optimisation (medication/anticoagulation management, fluid status, co-morbidities) and document perioperative plans.
6. Prescribe and manage anaesthetic drugs, transfusion and perioperative analgesia/sedation; ensure accurate drug, fluid and intervention documentation and compliance with safety protocols.
7. Lead crisis management and on-call anaesthesia responses: manage difficult airway, massive transfusion, cardiac arrest and urgent theatre activations; ensure safe escalation and handover.
8. Develop, implement and audit anaesthesia protocols, checklists and crisis algorithms (e.g., extubation criteria, transfusion, anticoagulation reversal); lead M&M and quality-improvement actions.
9. Supervise, teach and competency-assess anaesthesia trainees and theatre staff; run simulation and in-service training for perioperative and crisis scenarios.
10. Provide clinical input to procurement and maintenance of anaesthesia equipment (machines, ventilators, monitors, TEE probes), coordinate calibration/repair with Biomedical Engineering, and maintain perioperative documentation and HMIS records.

Mandatory:

• Medical degree (MBBS/MD or equivalent).
• Postgraduate qualification in Anesthesia / Anesthesiology (e.g., MD Anesthesia, FCPS Anesthesia, FRCA or equivalent).
• Current medical registration with Afghan Medical Council (AMC) or eligibility; valid practice license.
• Up-to-date life-support certification (ACLS and PALS/APLS).

Preferred:

• Fellowship or formal training/experience in cardiac anaesthesia or paediatric cardiac anaesthesia.
• Experience with TEE and intra-operative echo interpretation or formal TEE training.

Minimum experience

• Minimum 5 years post-specialty clinical experience in anesthesia with at least 2–3 years significant exposure to cardiac and/or pediatric cardiac anesthesia.
• Demonstrated track record of leadership/supervisory roles, teaching and involvement in clinical governance.
