Organization Background

Organization for Promotion of Health & Community Development (OPHCD) is a nongovernmental, non-political and independent organization. OPHCD has been established in 2017 and registered with the NGOs Department of the Ministry of Economy of the with license # 4160 as well as registered with the Ministry of Public Health of the Government of Islamic Republic of Afghanistan with the registration #1316. In addition, the organization has membership of Afghanistan National Health cluster, Afghanistan National Nutrition Cluster and ACBAR. OPHCD, as a non-governmental organization striving for well-being of the people through promotion of health, education, WASH, protection and human right, economic stability and sustainable development of the communities with focus on the women and children, drugs users, IDPs and other marginalized group of the society with an equitable manner.

Main duties and responsibilities:

OPHCD will establish a state-of-the-art IT setup and develop a comprehensive Fixed Asset Register and Inventory System. The incumbent for this assignment will be hired to carry out the tasks stated below and will deliver the outputs specified in the Deliverables section of this TOR.

IT Responsibilities:

• Survey and design a Network system for OPHCD Main Office.
• Set up workstations with computers and necessary peripheral devices (routers, printers etc.)
• Assess the available IT infrastructure of the OPHCD and recommend upgradation and provide the required specification and estimations.
• Ensure security and privacy of networks and computer systems
• Assist OPHCD in adopting to new version of software for Project Planning and Management, Designing and Virtual Meetings.

Web Development Responsibilities

• Assess the current OPHCD Website and recommend technical and designing modification, so that the looks, design and technical back-hand of the Website will become full enhanced and improved. 
• Ensure that the website and webmail addresses are fully secure and required security measures are taken.
• Open the YouTube Channel for OPHCD and linked the videos to the Website
• Ensure that a strategy is developed to ensure that content is always updated on timely manner and the Website appears in the Searches of major Search Engines. 
• Develop the online database platform for OPHCD HR, Finance, Data Master Sheet, Logistic Databases and Technical Report Databases.
• Assist OPHCD in establishing an online Share Drive for backing up its important files.
• Train Staff of the organization in content updating and the strategy to keep the website in the search engine lists.
• Develop a system for Backing up files from Web sites to local directories for recovery.

   

Qualification:

• At least Bachelor degree in Computer Science with 3 years’ experience in IT and database development field.
• Having international recognized certification in the field would be an advantage.

Skills:

• Network basics (LAN, WAN, troubleshooting)
• Server management (Linux/Windows servers)
• Hardware & software troubleshooting
• System installation and configuration
• Backup and recovery systems
• knowledge of web development (HTML, CSS, JavaScript, PHP)
