Job Summary

The Security Operations Controller (SOC) is responsible for maintaining continuous oversight of security operations, ensuring the safety of personnel, assets, and property, and acting as the central point for monitoring, communication, and coordination. The role provides real-time surveillance, incident response, access control, and reporting to prevent, detect, and manage security threats. By ensuring compliance with security procedures and facilitating effective communication between internal teams, management, and external emergency services, the SOC contributes to a secure, compliant, and professionally managed environment for the company and its clients.

Key Responsibilities

1) Monitoring and Surveillance

  • Surveillance Systems: Operate and monitor CCTV and other electronic surveillance equipment to detect security breaches or unusual activities.

  • Expected Result: All suspicious or unauthorized activities are identified and escalated in real time, reducing risks of theft, intrusion, or misconduct.

  • Alarms and Communications: Respond to alarms, and monitor and operate primary and secondary communication systems during emergencies.

  • Expected Result: Timely and effective response to all alarms and communications, minimizing damage, loss, or injury.

  • Equipment Checks: Ensure surveillance equipment and other critical systems are operational.

  • Expected Result: 100% functionality of surveillance and alarm systems with immediate reporting and rectification of faults.

2) Patrols and Access Control

  • Patrolling: Conduct regular patrols of assigned buildings and grounds to identify and report hazards, unauthorized persons, or security risks.

  • Expected Result: Secure and hazard-free environment maintained through visible deterrence and early detection of threats.

  • Visitor Management: Verify visitor and employee IDs, issue access badges, and maintain detailed logs of all entries and exits.

  • Expected Result: Controlled and documented access to premises, ensuring only authorized personnel and visitors are admitted.

  • Perimeter Security: Inspect doors, windows, gates, and other entry points to ensure they are secure.

  • Expected Result: Unauthorized entry prevented and breaches quickly reported or resolved.

3) Emergency Response

  • Incident Response: Swiftly respond to alarms, fires, medical emergencies, and other security incidents.

  • Expected Result: Immediate and effective action reduces injury, damage, and escalation of incidents.

  • Emergency Services Coordination: Coordinate with law enforcement, fire departments, and medical personnel during emergencies.

  • Expected Result: Seamless support to external emergency services, ensuring faster resolution of critical incidents.

  • Drills and Training: Participate in and assist with conducting emergency drills and training sessions to prepare personnel.

  • Expected Result: All staff are prepared and knowledgeable in emergency protocols, reducing panic and confusion during real incidents.

4) Reporting and Record Keeping

  • Logbooks: Maintain accurate and comprehensive daily activity logs, noting any irregularities or security-related incidents.

  • Expected Result: Reliable records available for audits, investigations, and compliance purposes.

  • Incident Reports: Prepare detailed reports on incidents such as property damage, theft, unauthorized individuals, or other security concerns.

  • Expected Result: Thorough and timely reports provide management with actionable intelligence and legal documentation if required.

5) Communication and Coordination

  • Internal Communication: Liaise with field security teams, static security posts, and project operations centers to relay information and track movements.

  • Expected Result: Continuous situational awareness and effective coordination across all security units.

  • External Communication: Attend to any phone calls directed to the operations room.

  • Expected Result: Prompt handling of communications ensures smooth operations and positive company reputation.

  • Information Relay: Support project operations by providing information and coordinating with various departments and management.

  • Expected Result: Accurate information sharing contributes to effective decision-making and operational success.

6) Other Responsibilities

  • Security Compliance: Ensure the premises comply with relevant safety and security regulations.

  • Expected Result: Zero compliance violations during audits and inspections.

  • Property Protection: Protect company property and assets from theft, damage, or other harm.

  • Expected Result: Reduction in losses or damages to company and client assets.

  • Customer Service: Provide assistance and directions to visitors and employees, maintaining a professional and courteous demeaner.

  • Expected Result: Positive public relations and client satisfaction with the company’s security services.

Job Requirements:

A) Education:

  • Bachelor’s degree in Security Management, Criminal Justice, or related field preferred.

  • Diploma or certifications in security operations may substitute for formal education.

B) Prefered Security Operations Certifications:

  • GIAC Security Operations Certified (GSOC) – validates incident response and SOC management skills.

  • ISC SSCP or Certified in Cybersecurity (CC) – covers IT infrastructure monitoring and administration.

  • Emergency Preparedness: Fire safety, first aid, and crisis management drills.

  • Technical Training: SIEM tools, threat intelligence platforms, and vulnerability management systems.

  • Customer Service & Compliance: Training in professional conduct and regulatory standards.

C) Experience:

  • Minimum 3–5 years in security operations, with at least 2 years in a supervisory or controller role.

  • Prior work in high-security environments (hotels, international organizations, or private security firms).

D) Compliance Knowledge:

  • Familiarity with ICOCA standards, local laws, and organizational policies.

  • Understanding of both physical and cyber security frameworks.

E) Criteria for Selection

  • Communication: Strong bilingual skills (English/Dari/Pashto) for reporting and coordination.
