Shining Star Educational Organization of Afghanistan (SSEOA) is a non-profit, non-governmental, and non-political organization registered with the Ministry of Economy of Afghanistan, with Registration Number 4388 dated February 18, 2018. Job Description:

The District Supervisor will be responsible for overseeing and coordinating all field-level activities of the School Feeding Project within the assigned districts of Wama and Kamdesh. The role ensures smooth implementation of food distribution activities, effective supervision of field staff, strong coordination with schools and community stakeholders, and compliance with WFP and organizational standards. The District Supervisor acts as the key link between field teams and project management.

Key Responsibilities:

Field Supervision & Implementation

• Supervise all project activities in assigned districts, including school feeding (Bread and HEB distribution).
• Ensure timely and proper implementation of distribution plans at school level.
• Monitor the performance of Field Monitors, Storekeepers, and Security Guards.
• Conduct regular field visits to ensure quality and compliance of activities.

Coordination & Stakeholder Engagement

• Coordinate with school authorities, teachers, CDCs, and local community leaders.
• Ensure strong collaboration between field teams and district-level stakeholders.
• Support resolution of local issues affecting project implementation.
• Represent the project in district-level meetings when required.

Monitoring & Reporting

• Review and verify field reports submitted by Field Monitors and other staff.
• Ensure accurate documentation of distribution activities and attendance records.
• Submit regular progress reports to the Project Manager.
• Highlight challenges, risks, and recommendations from the field.

Logistics & Distribution Oversight

• Oversee distribution of food commodities in schools within assigned districts.
• Ensure proper handling, storage, and distribution of Bread and HEB.
• Coordinate with logistics teams to ensure timely delivery of supplies.
• Prevent delays, losses, or misuse of project resources.

Team Management & Support

• Provide supervision, guidance, and support to field-level staff.
• Ensure staff adherence to work plans, schedules, and reporting requirements.
• Facilitate coordination between different field roles for smooth operations.

Compliance & Safeguarding

• Ensure all activities comply with WFP guidelines and SSEOA policies.
• Promote safeguarding, child protection, and PSEA principles in all activities.
• Ensure transparency, accountability, and integrity in all operations.
• Report any misconduct, fraud, or protection concerns immediately.

Job Requirements:

  • Bachelor’s degree in Social Sciences, Management, Education, or related field (preferred).
  • Minimum 3–5 years of experience in project supervision, humanitarian programs, or field operations.
  •  Experience working with NGOs or donor-funded projects is required.
  •  Experience in school feeding, education, or food distribution programs is highly preferred.
  • Familiarity with Wama and Kamdesh districts is a strong advantage.
  • Strong leadership and supervisory skills.
  •  Excellent coordination and communication abilities.
  • Strong problem-solving and decision-making skills.
  • Good reporting and documentation skills.
  • Ability to manage multiple teams and field activities.
  • Strong understanding of community engagement.
  •  Ability to work in remote and challenging environments.
