About ARCS:
جمعیت هلال احمر افغانستان که در سال 1934 تأسیس شد، یک نهاد مستقل و بشردوستانه است که توسط دولت افغانستان به عنوان یک نهادخیریه و بیطرف برای ادارات دولتی به رسمیت شناخته شده است. جمعیت هلال احمر افغانی سره میاشت نقش مهمی در ارائه خدمات رضاکارانه و کمک های بشری ایفاء میکند. بر اساس قانون و اساس نامه جمعیت ملی فعالیت های خویش را مطابق با اصول هفت گانه خویش بشردوستی، بی طرفی، استقلالیت، خدمات رضاکارانه، وحدت و جهان شمولیت غیر جانبداری انجام می دهد. از جمله، جمعیت ملی وظیفه دارد به جوامع آسیب دیده کمک کند، سرپناه اضطراری تهیه کند و اقلام امدادی را بین افراد آسیب پذیر توزیع کند. جمعیت هلال احمر از طریق شبکه ای متشکل از 7 زون ساحوی و 34 نمایندگی در ولایات میباشدکه بیش از 20000 کارمند و رضاکار آموزش دیده،با همکاری سازمان های ملی و بین المللی با در سطح کشور برای کاهش الارم بشری در طول دهههای گذشته، جمعیت هلال احمر افغانی سره میاشت موفق شده است که بیطرفی خویش را حفظ کند و از پذیرشی برخوردار است که تیمهایش را قادر میسازد تا اقدامات بشردوستانه اصولی را در سراسر خطوط درگیری، از جمله در بخشهای بزرگی از مناطق تحت کنترل گروههای مخالف مسلح، انجام دهند. با حمایت شرکای خود مانند اداره محترم - فدراسیون بین المللی صلیب سرخ (IFRC)، کمیته بین المللی صلیب سرخ (ICRC) و دیگر شرکای خویش تقویت میگردد .
Job Description:
Ensure accurate, complete and timely management of patient medical records and hospital data systems; implement and maintain HMIS and DHIS2 reporting in line with MoPH standards; support clinical decision-making, hospital planning and donor reporting through reliable data systems, while ensuring confidentiality, traceability and data quality across all departments.
Key responsibilities:
- HMIS implementation & reporting: Manage and ensure proper implementation of HMIS tools and DHIS2 reporting; compile daily, weekly and monthly reports and submit to hospital leadership and MoPH on time.
- Medical records management: Establish and manage a standardized medical records system (OPD, IPD, ICU, OT); ensure proper filing, archiving, retrieval and secure storage of patient records (paper and electronic).
- Data quality & validation: Monitor completeness, accuracy and consistency of clinical data across departments; conduct routine data quality checks and resolve discrepancies with clinical teams.
- Data entry & system management: Data entry into HMIS/DHIS2 systems; ensure correct use of registers, forms and electronic systems; maintain backups and data security protocols.
- Department coordination: Coordinate with OPD, ICU, OT, Cath Lab, laboratory and wards to ensure proper data flow, correct use of HMIS tools and timely submission of reports.
- Analysis & feedback: Analyze hospital data (admissions, surgeries, outcomes, mortality, utilization trends) and provide regular feedback to management and clinical departments for decision-making.
- Training & capacity building: Train doctors, nurses and clerks on HMIS formats, data recording, reporting standards and proper documentation practices.
- Confidentiality & compliance: Ensure strict confidentiality of patient data and compliance with hospital policies and MoPH regulations for medical records handling.
- Archive & document control: Maintain organized medical archives with indexing and retrieval systems; ensure availability of records for audits, legal requirements and clinical review.
- Support audits & governance: Participate in clinical audits, M&M meetings and reporting requirements; provide accurate data for hospital quality improvement and donor reporting.
- System improvement & digitization: Support transition toward electronic medical records (EMR) and improved digital systems; recommend improvements in HMIS workflows.
- Inventory of HMIS tools: Ensure availability of registers, forms and reporting tools; coordinate with procurement for continuous supply.
- Supervision & leadership: Supervise HMIS/data staff, assign duties, monitor performance and ensure adherence to standards.
- Stakeholder coordination: Liaise with MoPH, NGOs and partners regarding HMIS reporting, audits and system updates.
- Other duties: Perform additional tasks assigned by hospital leadership related to data management, reporting and system strengthening.
Job Requirements:
Mandatory:
- Bachelor’s degree in Public Health, Health Information Management, Statistics, Medicine (MD) or related field
- Strong knowledge of HMIS, DHIS2 and MoPH reporting formats (BPHS/EPHS)
- Good computer skills (Excel, databases, reporting tools)
- Fluency in Dari/Pashto and working knowledge of English
Preferred:
- Experience in tertiary or specialized hospitals
- Training/certification in HMIS, data analysis or health informatics
- Experience with electronic medical record systems (EMR)
- Experience working with NGOs, donor reporting or national programs
Minimum experience:
- Minimum 4 years relevant experience in HMIS, data management or medical records in hospital settings
- Demonstrated experience in data reporting, validation and staff training
- Strong familiarity with Afghanistan HMIS system and DHIS2 platform.
