Job Description:

Position Description:

The Grants and Partnerships Manager assist in secure funding for DACAAR’s programs and manage partnerships with NNGOs and other stakeholders. Based on strong knowledge about needs of social groups, institutions and societal development, the role involves writing relevant grant proposals, managing donor relationships, and building and maintaining collaborative partnerships to strengthen program delivery and reach.

This position is central to DACAAR’s fundraising strategy and focuses on expanding the donor portfolio, and partnership network and reflecting the needs.

Additionally, the Grants and Partnerships Manager will identify strategic national partnership opportunities that align with DACAAR’s objectives and ensure partnerships deliver measurable programmatic value. He/She will support partner capacity strengthening by facilitating joint planning, sharing best practices, and coordinating technical support where needed. The role also requires regular monitoring of partnership performance, timely reporting to donors and internal teams, and ensuring compliance with partner agreements and donor requirements. Effective communication, relationship-building skills, and a proactive approach to problem-solving are essential to maximize the impact of both funding and partnerships.

General Responsibilities

  • Identify and pursue funding opportunities through donor research and engagement.
  • Build and maintain strong donor relationships, ensuring compliance with grant requirements.
  • Collaborate with the Head of Fundraising & MEAL, Program, Finance teams and Donor Compliance and Project Information Officer (HQ) to produce competitive grant applications and budgets.
  • Maintain an efficient grant tracking system to monitor deadlines, submissions, and reporting schedules.
  • Support donor reporting and facilitate knowledge sharing across teams.
  • Communicate regularly with DACAAR Donor Compliance and Project Information Officer (HQ) on donor matters.
  • Identify, develop, and manage strategic partnerships with NNGOs and other stakeholders to enhance programme effectiveness.
  • Facilitate partner capacity-building activities, joint planning, and coordination to ensure partners can meet donor and programmatic requirements.

Specific Responsibilities

  • Ensure proposals comply with donor guidelines and align with DACAAR’s policies and strategic goals.
  • Gather technical input for proposals from Programme teams.
  • Coordinate joint proposal submissions with partners and consortium members.
  • Monitor donor trends, policies, and funding priorities relevant to Afghanistan.
  • Respond to donor queries on proposals and reports assigned by the Head of the Department.
  • Represent DACAAR in donor meetings, networking events, and partnership discussions.
  • Coordinate Sub-Grant Agreements (SGAs), uphold donor compliance, and supervise the vetting and due-diligence activities for new partners.
  • Coordinate partner contributions to project design, proposal development, and reporting processes.
  • Facilitate systematic partner feedback on DACAAR's management of the partnership relationship, including documenting feedback and responding to it.
  • Support organizational assessments of partners and contribute to identifying priority capacity strengthening needs
  • Support partnership mapping, analysis, and reporting to guide DACAAR’s strategic engagement with partners aligned with DACAAR’s partnership policy
  • Assist in reviewing donor agreements, contracts, and partnership documents.
  • Contribute to the development of quality project reports and ensure timely submission.
  • Enhance tools and resources for standardizing project proposal components.
  • Understand donor requirements (e.g ECHO, the World Bank, UN, EU, Norad, Danida) and work with MEAL team to adapt and strengthen data collection, tools, indicators and reporting system to ensure future compliance.
  • Collaborate with the MEAL team to integrate lessons learned into future project designs and reporting.
  • The Grants and Partnerships Manager shall ensure application of the Partnership Policy and propose changes when required.
  • Participate in quarterly and annual departmental planning sessions.
  • Undertake any other relevant tasks assigned by the Head of Fundraising & MEAL Department.
  • Follow organizational security policies and safety guidelines.
  • Perform other tasks as required by the Supervisor.

Job Requirements:

Education: Minimum Bachelor’s degree in Business Administration, Social Sciences, Economics, or a related field; candidates with a Master’s degree will be given preference.

Experience: Minimum 3-5 years of experience in grants management, fundraising, and partnership coordination, preferably with an international NGO (INGO) or large national NGO.

Other qualifications and advantages:

  • Proven track record of successfully writing and securing grants from institutional donors such as ECHO, World Bank, UN agencies, EU, Norad, Danida.
  • Experience managing sub-grant agreements (SGAs) and conducting due diligence / vetting of partners (NNGOs)

Languages: Oral & Written fluency in English, Pashto and Dari is required.
