Job Description:
MISSION
Goal/Purpose:
The logistics officer carries out the purchases, stock handling, fleets follow up and office maintenance for the structure of the base.
He/she is one of the guarantors for implementing and respecting Solidarités International logistics procedures.
He/she is responsible for filing and archiving logistics documents linked to purchases and stocks.
JOB
List of main activities:
Knowledge and monitoring of the market:
- Take part in the analysis of the local purchasing environment
- Update price lists and supplier files
- Having knowledge of LINK and How to use LINK.
Supply Management:
- Receive and process requests for quotes and PFs and FOS in Link, after verification and approval by his/her line manager.
- Raise PLs in the link when needed, create PFs/FOs, process the procurement, deliveries, payment documents up to the closing stage of the purchase files at the base.
- Implement purchases for the base while respecting the rules and approval procedures established by donors and Solidarités International.
- Ensure that products purchased correspond to the requester’s requirements in terms of quantity and quality.
- Ensure that all the templates used for processing the procurements comply with regulations.
- Ensure compliance with administrative procedures for the management of advances and payment of suppliers.
- Establish and archive purchasing files in accordance with the rules of Solidarités International and its donors.
- Monitor and update the base procurement follow up manually and electronically.
- Archive all documents (hard and soft copies) related to purchases.
Stock / Storage Management
- Record daily stock in and out for the base.
- Prepare stock cards for every item in stock.
- Carry out monthly stock inventory for the base and reconciliation with what should be in stock.
- Prepare documents related to stock movement from base to base.
- Regularly monitor the quality of products during storage. Pay special attention to expiration dates.
- Archive all documents related to stocks.
- Update the stock report daily/monthly and share the updated report with all relevant departments on weekly basis.
Vehicle Fleet Management
- Support the logistics supervisor in the establishment of vehicle movement schedules.
- Check and archive the monthly logbook of all vehicles at the base.
- Manage the daily/weekly movement plan of the vehicles at the base.
- Prepare and submit all the required payment documents of the vehicles to log supervisor and finance department.
- Carry out monthly vehicle inspections and ensure all the vehicles maintenances are conducted by the service provider.
- Ensure all vehicles are equipped with proper tool kits, first aid kits and other necessary tools.
- Prevent misappropriation of petrol and spare parts.
- Monitor the administrative documents for all vehicles.
Premises and energy Management
- Follow and maintain the premises items and consumables (drinking water, printer…)
- Filter, monitor, and organize the arrival and departure of people and goods affected by or in transit through his/her assignment area.
- Supervise the premises maintenances, electrical, plumbing, carpentries and other necessary rehabilitation.
- Regular follow up and maintenances of fire extinguishers, first aid kits, key FU, hibernation kits….)
- Regular follow up on maintenance of generator, electricity and back-up system.
- Record and follow up daily/monthly fuel consumption of the generators/vehicles and logbooks.
IT and asset management
- Update antivirus software in all laptops at the base in collaboration with the mission IT/ Logistics Officer.
- Assist the team on operating the SharePoint/OneDrive and electronic data are archived.
- Ensure the maintenances and correct use of IT equipment.
- Update the asset list and conduct periodic physical inventories.
- Ensure all staff using SI assets sign responsibility forms and archive them.
Human resource management
- Assist in the recruitment process and in evaluating the watchmen and drivers.
- Ensure or assist with logistical training for the watchmen and drivers.
Reporting/Capitalization:
- Ensure the compilation of price lists and suppliers and share with logistic supervisor.
- Regularly update the Purchase follow-up and share with all relevant departments weekly.
- Participate in the preparation of the logistics monthly pack.
- Ensure the drafting of monthly stock report and stock inventory documents.
- Monthly fuel follows up/asset list and contact list.
- Immediately notify the manager of any problems occurring during his/her service, in particular, any loss, damage, theft, or attempted break-ins.

Education & Experience Requirements:
- Bachelor Degree in Business Administration, Computer Science or any other relevant Faculty.
- At least 2-3 years relevant expreince in Logistic Officer position with INGOs/NGOs.
- Excellent communication skills in national languages+English is compulsory.
- Excellent IT and Computer skills.
- Able to adjust his self with different work environment.
- Ability to work under pressure.
