About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Description:

  • Leads annual audit, preparing annual accounts by ensuring that annual accounts are completed within HO deadline.
  • Manages tax deductions, tax deposit, tax audit and tax exemption of the organization.
  • Monitors and manages day-to-day liquidity needs to ensure adequate availability of cash national and regional offices
  • Maintains short- and long-term cash flow forecasts.
  • Optimizes cash positions, including transferring funds between accounts and regions.
  • Ensures the organization maintains appropriate banking structures and signatory controls.
  • Negotiates bank fees, foreign exchange (FX) rates, and service terms.
  • Regularly monitors foreign currency exposures and recommend strategies to minimize FX losses.
  • Ensures proper controls around bank reconciliations, cash handling, and fund transfers.
  • Conducts internal reviews to identify gaps in finance function.
  • Leads and manages the finance team (including people planning, performance, well-being and development)
  • Ensures that monthly accounting closes on time as set deadline.
  • Reviews all outstanding receivable and payable and resolves them on time.
  • Regularly coordinates with grants, procurement, and program teams to align treasury needs with project.
  • Supervises books of accounts and financial information system (e.g. cash book, petty cash book, general ledger, fixed assets register, advances, subsidiary records for receivables and payables).
  • Works as part of a team and liaise with AKDN agencies and regional offices for all financial and accounting affairs.
  • Acts as focal person for finance operation section on checking, updating, and consolidating monthly/yearly financial data.
  • Supervises monthly payroll and timely payment to staff.
  • Coordinates with reporting and compliance departmental section.
  • Any other task assigned by the supervisor.

Job Requirements:

  • 5 years of Finance experience at managerial level.
  • BSC Finance, BBA or MBA
  • ACCA/CPA is an additional Advantage in Finance with at least
  • Technical Skills: High proficiency in MS Excel, Data Base and financial ERP systems (MS Dynamics 360).
  • Knowledge: Strong understanding of donor regulations, financial reporting, budgeting, and Afghanistan tax laws.
  • Languages: Fluency in English, Pashto, and Dari is required
  • Soft Skills: Strong analytical, problem-solving, communication, and team management skills.
  • Flexibility: Ability to work under pressure and travel to provinces.
  • Strong leadership, financial management, and analytical skills.
    Proven ability to manage large-scale financial operations and budgets.
  • Knowledge in Implementing internal control systems and anti-corruption policies
