Job Summary:

The consultant will be responsible for providing expert technical opinions and analyses in the field of urban design. The consultant must possess in-depth knowledge of building codes, understanding of structural load requirements/ load-bearing capacity and safety standards, familiarity with the building permit issuance process, and the ability to professionally analyze, interpret, and apply urban development regulations, policies, and procedures of the Ministry of Urban Development and Housing.

Key Responsibilities:

• Provide advisory services in the preparation and development of the township master plan in accordance with urban design and urban planning principles.
• Advise on appropriate land use zoning including residential, commercial, public services, networks, roads, green areas, and others.
• Provide useful advice on the design of internal road networks, circulation systems, pedestrian paths, and access routes.
• Ensure compliance with building codes and construction standards throughout all design and project implementation stages.
• Assess and ensure the structural capacity (load-bearing strength) of buildings, roads, and infrastructure in coordination with civil engineers.
• Review and analyze relevant policies and procedures of the Ministry of Urban Development and Housing and ensure their practical application.
• Ensure proper consideration of soil conditions, site characteristics, and environmental factors affecting project stability.
• Support the preparation of technical documents for obtaining construction permits from the Ministry of Urban Development and Housing and relevant authorities.
• Coordinate and follow up legal and administrative processes until final approval is obtained.
• Provide accurate design input for water supply, drainage, electricity, and other urban utility systems.
• Ensure compliance with health, safety, and risk management standards across the project.
• Prepare regular technical reports (weekly/monthly) on project progress, issues, and recommendations.
• Participate in technical meetings and decision-making sessions with the project management team.
• Provide technical advice to improve design efficiency, reduce costs, and enhance project quality.
• Coordinate between architectural, engineering, and project management teams.
• Identify technical, structural, and legal risks and propose mitigation and control measures.
• Perform other related duties assigned by the Company Director.

خلص وظایف

مشاور مسئول ارائه نظرات و تحلیل‌های تخنیکی و تخصصی در بخش طراحی شهری خواهد بود. مشاور باید دارای دانش عمیق از کودهای ساختمانی، دانش تخصصی لایحه طاقت کار و معیارهای ایمنی، آشنایی با روند صدور جوازهای ساختمانی، و همچنان توانایی تحلیل و تفسیر کاربردی مقررات، پالیسی‌ها و طرزالعمل‌های انکشاف شهری وزارت انکشاف شهری و مسکن باشد

مسئولیت ها

• مشوره دهی در امر تهیه و انکشاف ماستر پلان شهرک مطابق اصول طراحی و پلان‌گذاری شهری؛
•  مشوره در امر طراحی زون‌بندی مناسب استفاده از زمین شامل بخش‌های رهایشی، تجارتی، خدمات عامه، شبکه‌ها، سرک، ساحات سبز و غیره؛
•   ارایه مشوره های سودمند در قسمت طراحی شبکه‌های داخلی سرک‌ها، سیستم‌های رفت‌وآمد، مسیرهای پیاده‌رو و راه‌های دسترسی
•  اطمینان از تطبیق کودهای ساختمانی و معیارهای ساخت‌وساز در تمام مراحل طراحی و تطبیق پروژه
•  ارزیابی و اطمینان از ظرفیت تحمل ساختمان (لایحه طاقت کار) ساختمان‌ها، سرک‌ها و زیربناها در هماهنگی با انجنیران ساختمانی؛
• مطالعه و تدقیق پالیسی و طرزالعمل های مربوطه وزارت شهر سازی و مسکن و استفاده کاربردی آنها؛
• حصول اطمینان از بررسی شرایط خاک، خصوصیات ساحه و عوامل محیطی مؤثر بر پایداری پروژه؛
• همکاری در تهیه اسناد تخنیکی برای اخذ جوازهای ساختمانی از وزارت شهر سازی و مسکن و ادارات ذیربط؛
•  هماهنگی و پیگیری روندهای قانونی و اداری تا مرحله اخذ تأیید نهایی؛
•  ارائه معلومات دقیق در طراحی برای سیستم‌های آب‌رسانی، فاضلاب، برق و سایر خدمات شهری؛
•  اطمینان از رعایت معیارهای صحت، ایمنی و مدیریت خطرات در سراسر پروژه؛
•  ارائه راپورهای تخنیکی منظم (هفتوار/ماهوار) در مورد پیشرفت پروژه، مشکلات و پیشنهادات؛
• اشتراک در جلسات تخنیکی و تصمیم‌گیری با تیم مدیریت پروژه؛
•  ارائه مشوره‌های تخنیکی جهت بهبود کارایی طراحی، کاهش هزینه‌ها و ارتقای کیفیت پروژه؛
•  هماهنگی میان تیم‌های معماری، انجنیری و مدیریت پروژه؛
• حصول اطمینان و شناسایی خطرات تخنیکی، سازه‌ای و حقوقی و پیشنهاد تدابیر کنترلی و کاهش خطر؛
• و انجام وظایف مرتبط که از طرف رئیس شرکت سپرده می شود

• Bachelor’s degree or higher in Urban Design, Urban Planning, Civil Engineering, or Architecture.
• More than 10 years of relevant experience in township development or large-scale construction projects.
• Familiarity with relevant software such as AutoCAD, GIS (Geographic Information System), and other related design tools will be considered an advantage.
• Strong analytical, problem-solving, and decision-making skills.
• Ability to conduct applied analysis of the following procedures and guidelines:

• Procedure for Survey, Design, and Development of Urban Projects.
• Technical Procedure for Preparation and Development of Detailed Plans for Implementation of Urban Development Plans.
• Procedure for the Use of Colors and Symbols and Specifications for Land Use in Urban Plans.
• Procedure for Amendments and Revisions of Urban Development Plans and Detailed Plans.
• Working Procedure of the Township Monitoring Group.
• Guideline for the Design and Development of Master Plans for Cities of Afghanistan.
• Guideline for Preparation and Compilation of Reports on Urban Master Plans.
• Guideline for Operational Processes of the Department of Urban Affairs.

  Expected Outcomes:

•  Advisory support in the preparation and delivery of a well-structured, standard-compliant, and regulation-compliant urban master plan.
•  Contribution to the reduction of technical, legal, and safety risks in the project.
•  Efforts to enhance the economic value and overall quality of the township.
• Support for the successful implementation of the project in accordance with national and international standards.

شرایط لازم

داشتن حداقل سند لیسانس یا بالاتر در رشته‌های طراحی شهری، پلان‌گذاری شهری، انجنیری ساختمانی یا معماری
داشتن تجربه مرتبط بیشتر از ده سال در انکشاف شهرک‌ها یا پروژه‌های بزرگ ساختمانی
آشنایی به سافت‌ویرهای مربوطه و سایر ابزارهای مرتبط طراحی مطابق به سطح نیاز، امتیاز محسوب می گردد؛
داشتن مهارت‌های قوی تحلیل، حل مسأله و تصمیم‌گیری

توانایی تحلیل کاربردی طرزالعمل و رهنمود های ذیل:

طرزالعمل سروی طرح و دیزاین پروژه های شهری؛

طرزالعمل تخنیکی طرح و ترتیب پلان های تفصیلی برای تطبیق پلان های انکشاف شهری؛

طرزالعمل استفاده از رنگها و اشارات مخصوصه مشخصات استفاده از اراضی برای پلان های شهری؛

طرزالعمل تعدیلات و اصلاحات برای پلانهای انکشاف شهری و پلانهای تفصیلی

طرزالعمل کاری گروپ نظارت از شهرک‌ها؛

رهنمود طرح و تدوین ماستر پلان برای شهرهای افغانستان؛

رهنمود تهیه و ترتیب راپور ماستر پلان های شهری؛

رهنمود پروسه های کاری ریاست امور شهر سازی.
