About Concern Worldwide- Afghanistan:
Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.
Job Description:
Main duty and Responsibility
Livestock and Agriculture Livelihood Development:
- Prepare detailed weekly, monthly, and quarterly work plans for all field activities in coordination with the Programme Manager.
- Ensure alignment of field plans with overall project objectives and timelines.
- Lead the coordination of all field-level activities across DRR, Watershed, and CfW components.
- Ensure smooth collaboration between technical teams, community mobilizers, and support staff.
- Identify resource needs (human, material, financial) for field activities and coordinate timely provision.
- Monitor the efficient use of resources and report any gaps or issues to the Project Manager.
- Coordinate with local authorities, community leaders, CBDMCs, WMCs, and other stakeholders to ensure inclusive and participatory planning.
- Schedule and facilitate coordination meetings and joint planning sessions with community structures.
- Identify potential risks and challenges in field implementation and develop a mitigation plan.
- Adjust plans as needed based on field realities, community feedback, and emerging needs.
- Ensure all field activities comply with donor requirements, organizational policies, and relevant sectoral regulations.
- Promote adherence to standards related to procurement, financial management, safeguarding, and accountability.
- Maintain accurate records of planning meetings, decisions, and implementation progress.
- Provide regular updates to the Project Manager on planning status, coordination outcomes, and field-level challenges.
Producer Groups, Market Systems, and Enterprise Development
- Establish and strengthen Livestock Owner Groups, Farmer Producer Groups, and women’s Self-Help/Affinity Groups.
- Facilitate formation and capacity building of district- and provincial-level Producer Group Federations.
- Build the capacity of Producer Groups and Federations for collective marketing, negotiation, and market linkage.
- Support Federations toward long-term sustainability and service provision to members.
- Orient farmers and livestock owners on demand, supply, pricing, and market trends for crops, livestock, dairy, and processed products.
- Establish supply systems linking villages to local, national, and export markets for agricultural, livestock, and cash crop products.
- Support the establishment of post-harvest facilities to reduce losses and mitigate glut sales.
- Provide training and inputs for value addition, including fruit and vegetable processing, preservation, dairy processing, and bio-briquette production.
Financial Literacy, Nutrition, and Household Resilience:
- Conduct financial literacy and enterprise development training for farmers, livestock owners, and producer groups.
- Promote awareness of nutrition, household hygiene, and safe water purification methods.
- Support livelihood diversification and household-level income-generating activities.
Natural Resource Management (NRM) and Climate Resilience:
- Train Water Management Committees (WMCs) and NRM User Associations on sustainable NRM practices, including soil and water conservation, efficient water use, and soil fertility improvement.
- Facilitate dialogues on member access rights and inclusive resource governance.
- Support WMCs/NRM Associations to monitor natural resources.
- Implement Water Management Plans (WMPs) through construction of small-scale Integrated Water Management (IWM) and Disaster Risk Reduction (DRR) infrastructure using cash-for-work approaches.
- Conduct participatory appraisals to promote sustainable and efficient resource consumption.
- Improve water availability for agriculture and domestic use through training and infrastructure support.
Gender, Social Inclusion, and Community Engagement:
- Identify and build the capacity of female community facilitators.
- Establish and support women’s Affinity Groups or Self-Help Groups.
- Engage religious and community leaders to promote women’s participation in economic activities.
- Facilitate community integration dialogues to support inclusion of IDPs and returnees.
- Conduct FGDs with WMC Inclusion Taskforces to ensure equitable participation.
Coordination, Monitoring, and Reporting:
- Coordinate closely with local authorities, community institutions, service providers, and market actors.
- Maintain accurate records of trainings, beneficiaries, inputs, and infrastructure support.
- Contribute to monitoring, evaluation, learning, and reporting (MEL) processes.
- Prepare regular progress reports, case studies, and success stories.
- Ensure activities are implemented in line with project plans, donor requirements, and organisational policies.
Core Humanitarian Standards (CHS):
- The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.
- To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams
Job Requirements:
Education and Experience:
- Bachelor’s degree in agriculture, Livestock, Rural Development, Natural Resource Management, Economics, or related field.
- Minimum 3–5 years of relevant experience in livelihood, agriculture, livestock, or rural development projects.
- Proven experience working with farmer groups, producer organisations, and community institutions.
- Strong understanding of market systems, value chains, and enterprise development.
- Experience in gender-sensitive programming and community mobilisation.
- Ability to work in remote and challenging field environments.
Skills:
- Good command of written and spoken English.
- Ability to fluently communicate in local language.
- Proficiency in Microsoft Office Package (MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Teams).
- Strong facilitation, training, and community engagement skills.
- Practical knowledge of agriculture, livestock, and NRM interventions.
- Excellent coordination and stakeholder management skills.
- Report writing and documentation skills.
- Cultural sensitivity, integrity, and commitment to humanitarian principles.
Ability to work independently and as part of a multidisciplinary team.
