PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization.  این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

In direct cooperation with: Regional WASH specialists, Program teams, Logistics, Finance, HR support departments, beneficiary communities, humanitarian partners and local authorities.

Responsibilities and particular assignments

General responsibilities: Purpose of the position is the provision of technical support in implementation phase of the project suitable solution especially for community water supply network (Pipe scheme) design and implementation along with other WaSH activities in emergencies and early recovery phases and providing support in implementation of projects as per approved design and standards.

Objective 1: Survey and designing of water supply networks (Community Pipe Schemes)

Activities/Main duties

  • Design technically sound, cost-effective, and sustainable drinking water supply systems using WaterGEMS in line with MRRD standards.
  • Conduct and support field surveys for topographical, hydraulic, and demand data collection for both gravity fed water supply system and Solar powered water supply system, ensuring compliance with WASH standards and regulatory requirements.
  • Evaluate existing pipe systems to recommend enhancements for improved efficiency and capacity.
  • Develop and validate hydraulic models for solar-powered and gravity-fed systems.
  • Prepare complete engineering drawings in AutoCAD (layouts, profiles, cross-sections, reservoir designs, etc.).
  • Prepare detailed cost estimates and Bills of Quantities (BoQs).
  • Design system components including pipelines, tap stands, valves, and storage facilities.
  • Work closely with WaSH teams and stakeholders to communicate design proposals and project progress effectively.
  • Deliver structured WaterGEMS training and on-the-job mentoring for WASH technical assistants.

Objective 2: To provide technical support in filed activities during the course of project so that the execution is as per approved design and standards

Activities/Main duties

  • Conduct field visits rigorously (in close coordination with security department) and technically monitor the on-going activities that they are adhered with approved design and relevant standards
  • Practically support field staff in technically feasible site selection for WASH components and other infrastructure activities especially for pipe scheme design.
  • Orient filed team focusing WaSH Technical Assistants on approved design as per approved proposal of the project’s hard components in the earlier stage of the project
  • Technically orient the field staff on site selection especially for Water Supply system rehabilitation.
  • Guide field teams regarding quality of product for water components and its related rehabilitation works that they are adhered with promised quality and standards
  • Train field team regarding quality checking of materials also method of quantity checking of supplies to verify with way bills like construction materials
  • Participate in Broad Based Community and inception meetings for community WaSH activity design
  • Support field teams in DRR, O&M and other relevant community/committee trainings as per project proposal
  • Timely report line manager regarding any hurdle in implementation relevant to design at earliest stage of the project and timely provide recommendations

Objective 3: Implementation of the Water quality activities

Activities/Main duties

  • Visit sites of concern and carry out sanitary inspections at water sources and record data. Investigate reasons of contamination related to water quality and suggest required solutions and changes to these problems
  • Lead and work closely with the regional WaSH team to perform disinfection of the selected sources. Make proper arrangements for preparing and storage of chlorine stock solutions.
  • Lead water quality trainings for PU-AMI staff and local community members to increase their capacity for self-help and development as per needs.
  • Provide advice on avoiding contamination problems, for example, to residents regarding grey/black water discharging effluent.
  • Timely manage as per DIP the pre and post water quality testing process for water supply component and take steps for confirmation of product water as per WHO standards and also keep proper record of water quality tests
  • Ensure transparent and on time implementation of water quality activities.
  • Prepare and provide technical documents like technical feasibility, checklists, etc

Objective 4: Coordination and Data collection

Activities/Main duites:

  • Work closely with MRRD to review and obtain approval for water supply network (pipe scheme) designs, and address their comments within the agreed timeline.
  • Assist the WaSH Coordinator with the MOU signing process with MRRD.
  • Gather comprehensive hygiene promotion/WaSH related data from targeted regions to ensure accurate and timely reporting.
  • Analyze collected data to identify trends, challenges, and successes in hygiene promotion efforts.
  • Coordinate with regional teams to ensure consistent data collection methods and reporting standards.
  • Prepare and submit monthly and bi-weekly reports to the WASH national cluster, highlighting key findings and insights.

Objective 5: Accountability to Affected Populations

Activities/Main duties

  • Support timely, complete and convincing response to feedback complaints as per Manager instruction
  • Lead technical resolution and suggest strategic adaptation (guidelines, SOP, etc.) based on feedback and complaints, in collaboration with WASH coordination team;
  • Actively participate in Monthly Accountability Meetings;
  • Adhere to PU-AMI organizational policies (incl. CoC, Child protection policy, anti-fraud and anti-corruption policy, PSEA policy) and report any policy violations, suspicions, or allegations through the whistle-blower mechanism
  • Support investigation based on needs when required in coordination with the relevant regional and National teams. 

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

  • University degree in Civil Engineering, water supply, or other relevant degree with at least 3 years of WASH sector experience, specifically in surveying and designing water supply networks (preferably in I/NGOs)
  • Familiarity with water supply networks design software WaterGEMS and other engineering software like Auto CAD and Google Earth.
  • Strong knowledge of Water supply networks and all structures.
  • Ability and willingness to travel to field sites in order to follow up of work
  • Ability to motivate community regarding active participation in project activities- Possess problem solving skills and adaptability
  • Must have computer literacy specially MS offices and Outlook
  • Good reporting and communication skills with fluency in Pashto, Dari and English
  • Must be gender sensitized and respectful for local norms
  • Ability to work individual and in team harmoniously with problem solving attitude
