Job Description:

Under the overall supervision of the National Health Operation Officer and the direct supervision of the Senior/Programme Associate (Migration Health), and administrative supervision of the relevant Heads of Sub Office/regional coordinator, the team leader will assist in ensuring that basic medical screening is carried out, particularly in the areas of reproductive, maternal, and child health care. Critical medical cases will be referred to as additional services through partners, the government, and private hospital partners. Critical medical cases will be referred to partner agencies and contracted private hospitals for additional services. He/she will work at fixed health facilities, points of entry, or as a mobile health team when necessary.

The Medical Doctor is expected to carry out Her/his duties in accordance with the strictest ethical standards, building and maintaining partnerships with the Government, international organizations, and non-governmental agencies, and with due respect for gender and socio-cultural sensitivities. Deployment areas may include IDP settlements in rural or remote areas within the project scope.

Job Requirements:

Core Functions / Responsibilities:

  • Provide safe, timely, and quality primary and emergency medical care to patients in line with national and organizational clinical guidelines.
  • Conduct medical consultations, diagnosis, treatment, and follow-up, including prescribing essential medicines and identifying cases requiring referral.
  • Stabilize and manage emergency cases and ensure timely referral to secondary or tertiary health facilities when indicated.
  • Ensure strict adherence to infection prevention and control (IPC) standards, universal precautions, and hygiene practices within the clinic.
  • Support continuous quality improvement in clinical services, including mentoring of clinical staff in appropriate case management.
  • Contribute to routine clinical reporting, including basic service statistics, referrals, and notable public health concerns, in line with reporting requirements.
  • Support appropriate use and monitoring of essential medicines, including timely communication of shortages or needs to the pharmacy or supply team.
  • Maintain functional coordination with relevant health authorities, including  Health Shura members, community leaders, and partners on clinical and public health matters, as required at the facility level.
  • Support disease surveillance, outbreak detection, and reporting, and participate in health promotion or awareness activities when requested.
  • Provide clinical supervision and coordination of other health staff, including on-the-job training and mentorship.
  • Perform any other relevant duties as assigned by the supervisor.

Required Qualifications and Experience

Education:

  • Bachelor’s degree in medicine (MD) from a recognized university or institute, validated by the Ministry of Higher Education of Afghanistan AND With a valid medical council registration number from the Afghanistan Medical Council (if graduated before 2019) OR passed the exit exam (for graduates of 2019 and above).

Experience:

  • Minimum two years of clinical experience after graduation from the medical faculty
  • Experience in the related medical field will be advantageous.
  • Previous experience in international organization is an advantage.
  • Experience in the development and humanitarian field is expected. 

Skills:

  • Proficient in core medical and clinical competencies, including patient assessment and diagnosis, infection prevention and control (IPC), phlebotomy, emergency stabilization, and professional bedside care.
  • Demonstrated clinical competence in managing common medical conditions and complications, including maternal and child health conditions, in line with national and organizational guidelines.
  • Ability to coordinate and work effectively with local authorities, health partners, and beneficiaries to support integrated service delivery and referral systems.
  • Excellent analytical and problem-solving skills.
  • Effective written and verbal communication skills.
  • Patient and compassionate disposition.

Languages:

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
