About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. Job Description:

Job Purpose:

Under the direct supervision of the area manager and functional link with the project manager (based in Kabul) the Project Supervisor will be responsible for overseeing the day-to-day implementation of the project, ensuring the project interventions are completed on time, within the approved budget, according to the project manager, and according to the HI technical quality standards. The role also involves the day-to-day supervision of teams, coordination among the units at the base level, and support for the MEAL team to monitor progress, and reporting on overall project progress and challenges to the national project manager at the central office in Kabul. S/he will ensure that interventions are inclusive, cost-efficient, and responsive to the needs of vulnerable groups, particularly persons with disabilities, women, children, and individuals with reduced mobility. 

The Duties and responsibilities may include, but are not limited to: 

Key Responsibilities:

  1. Project planning and implementation: Ensure project implementation, in line with HI’s standards and general procedure, approved logical framework, workplan, and allocated budget, in coordination with the relevant departments/units:
  • Ensure that all activities and the associated resources are planned and implemented.
  • Ensure that all activities are implemented in line with the project proposal, the allocated budget, and the standards operating procedures (SoPs). This requires regular follow-up with the program support services and technical staff.
  • Ensure that activities are implemented according to the internal quality and technical standards, and if necessary, propose adjustments or improvements in the work plan and budget to meet the needs of beneficiaries as per the local context and ultimately help to meet the project objectives.
  • Ensure the timely procurement and delivery of assistive devices. 
  • Ensure that the project tasks are implemented according to work plans and timelines at the base level.
  • Monitor the project progress and address delays or day-to-day operational challenges.
  • Coordinate and collaborate with relevant internal services, especially logistics, HR, and finance at the base level, and ensure timely support from them for effective and efficient project implementation.
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/ she received based on the program signature delegation table.
  • Actively engage in the recruitment of the staff needed for the implementation of the project.

 

  1. Team Supervision:
  • Supervise the project team. 
  • Assign tasks and ensure accountability for quality service delivery to the beneficiaries.
  • Provide guidance, coaching, and on-the-job support to staff.

 

  1. Ensure that project implementation complies with the existing frameworks:
  • Ensure the proper implementation and follow-up of HI’s institutional policies (specifically, PSEAH and Age-Gender, Disability policies) and the other HI internal standards.

 

  1. Ensure project data management:
  • Ensure that the appropriate data collection and management tools, such as PMbox, Indicator tracking sheet, and MEAL plan, are in place on the project, in line with HI’s inclusive data collection mechanism.
  • Ensure that data related to the project is collected and compiled in the project database, and the relevant database is updated regularly from the base level.

 

  1. Coordination and communication:
  • Coordinate with internal departments, stakeholders including authority as needed.   
  • Maintain regular communication with PM and other concerned officials regarding the project status. 
  • Facilitate the team/staff meeting and follow up on action points.

  

  1. Budget and Resource Management:
  • Track project expenditure and resource utilization.
  • Ensure efficient use of materials, equipment, and manpower.
  • Report any budget variance or resource shortage at the base level to the PM.

 

  1. Reporting and Documentation
  • Prepare progress report and activity update at the base level and share them with the PM in a timely manner.
  • Maintain project records, documents, and an online filing system.
  • Collect data for reporting, monitoring, and evaluation purposes.

 

  1. Other Responsibilities:
  • Perform any activity that is assigned by the functional and technical line managers.
  • Perform any other activity foreseen as necessary for the implementation of the project.
  • Overseeing safety and security and reporting to HASO.

Job Requirements:

  • Bachelor’s degree in a related field to the position (social sciences, project management, humanitarian or development studies, etc.).
  • Minimum of three (3) years of proven experience in project management and emergency preparedness and response, disability inclusion/protection, comprehensive rehabilitation (physical and functional rehabilitation, and mental health and psychosocial support), or other related fields with INGOs.
  • Demonstrated experience in project planning, coordination, implementation, monitoring, and reporting.
  • Prior experience managing teams and working with diverse stakeholders, including government authorities and community-based organizations.
  • Competence in procurement and other support services coordination, good capacity in teamwork 
  • Strong organizational and time management skills
  • Strong communication and interpersonal skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and data management tools.
  • Fluency in spoken and written English.
  • Proficiency in local languages is highly desirable.
