Purpose of consultancy:

The purpose of hiring an Individual Consultant “Information Management Analyst (PSEAH), Kabul” is to support the finalization, operationalization, and sustained use of the Sexual Exploitation and Abuse Risk Overview (SEARO) tool in Afghanistan, ensuring national capacity to manage, analyse, and apply the tool independently.

The Analyst will report directly to the PSEAH Specialist and Network Coordinator for strategic direction and operational oversight. The role will work in close collaboration with the surge Information Management Specialist for PSEAH during the initial phase, ensuring structured knowledge transfer, on-the-job learning, and progressive assumption of technical responsibilities related to SEARO.

As a Kabul-based position with national scope, the Analyst will support the integration of SEARO into UNFPA programming and inter-agency coordination mechanisms, ensuring that SEAH risk analysis is consistently evidence-based, comparable across provinces, and used to inform decision-making. This includes working with UNFPA units, implementing partners, and the PSEA Network to strengthen data collection, harmonization, and analytical application.

A core function of the role is to progressively take over the management and application of SEARO. During the surge phase, the Analyst will actively participate in the refinement, validation, and operational use of the tool, while receiving technical mentoring and contributing to the development of a structured SEARO handover package (including tools, SOPs, guidance, and training materials). Following this, the Analyst will assume responsibility for maintaining data pipelines, producing analytical outputs, and ensuring regular updates of SEAH risk profiles across all provinces.

The Analyst will also contribute to strengthening national and partner capacity by supporting training, guidance, and technical assistance to ensure that SEARO is understood, used, and owned across the PSEA Network. This includes promoting the use of existing country datasets (including population, service delivery, and protection data) to ensure that SEAH risk analysis reflects real-time contextual realities and supports targeted, evidence-based prevention and mitigation measures.

Based in Kabul with engagement across regions, the Analyst will serve as the operational link between advanced technical development of SEARO and its practical, sustained application by national actors. The overall aim is to ensure that SEAH risk analysis in Afghanistan is institutionalized, locally owned, and systematically used to strengthen safeguarding outcomes for programme participants and frontline staff.

Job Description:

You would be responsible for: 

Under the overall supervision of the PSEAH Specialist and Network Coordinator for strategic direction and operational oversight, the Information Management Analyst will work in close collaboration with the surge Information Management Specialist, UNFPA units, implementing partners, and inter-agency counterparts to support the finalization, operationalization, and handover of SEARO. He/She will perform the following tasks:

SEARO Management, Operationalization, and Handover

  • Support the operational management, refinement, and rollout of the SEARO risk index, working closely with the surge Information Management Specialist during the handover phase.
  • Actively participate in the development and validation of SEARO methodologies, indicators, and data integration processes, ensuring understanding and ownership of the tool.
  • Gradually assume responsibility for maintaining SEARO datasets, tools, and processes, including data updates, validation, and quality assurance.
  • Contribute to the development of a structured SEARO handover package, including SOPs, guidance materials, and training resources to ensure sustainability.
  • Produce regular SEAH risk analysis outputs, including dashboards, summaries, and briefs, ensuring findings are clear, actionable, and accessible to non-technical audiences.
  • Support the integration of SEARO into UNFPA planning, programming, and inter-agency decision-making processes.

Information Management and Data Systems

  • Support the establishment and maintenance of data systems, pipelines, and tools required for SEARO and broader PSEA information management.
  • Contribute to strengthening data quality, comparability, and consistency across datasets used for SEAH risk analysis.
  • Ensure the use of existing country datasets (including population, humanitarian, protection, and service delivery data) to strengthen evidence-based analysis.
  • Support adherence to data protection, confidentiality, and ethical information management standards in line with UNFPA and inter-agency requirements.

UNFPA Internal Support

  • Support UNFPA units to utilize SEARO findings to inform programme design, prioritization, and risk mitigation measures.
  • Assist in integrating SEAH risk analysis into internal reporting, planning processes, and safeguarding strategies.
  • Provide technical inputs to internal reports, briefing notes, and presentations related to SEAH risk and safeguarding.

Inter-Agency Coordination

  • Support UNFPA’s role as lead of the PSEA Network by contributing SEARO-based analysis to inter-agency coordination and decision-making.
  • Participate in inter-agency meetings, technical working groups, and joint initiatives to promote harmonized approaches to SEAH risk analysis.
  • Contribute to joint analytical products and ensure that SEARO outputs are used to inform collective prevention and response efforts.
  • Collaborate with GBV AoR, AAP, and other coordination mechanisms to ensure complementarity and alignment of data and analysis.

Capacity Building and Handover Support

  • Actively engage in on-the-job learning and structured mentoring provided by the surge Information Management Specialist.
  • Support training and capacity-building initiatives for UNFPA staff, PSEA Network members, and implementing partners on SEARO and SEAH risk analysis.
  • Provide basic technical guidance to partners to promote understanding and use of SEARO outputs.

Support

  • Provide logistical and administrative support, including trainings, workshops, and meetings.
  • Assist in documentation, reporting, and knowledge management related to SEARO and PSEAH.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Information Management Analyst will report directly to the UNFPA PSEAH Specialist and Network Coordinator for strategic direction, operational oversight, and administrative guidance. During the initial phase of the consultancy, the Analyst will work in close collaboration with the surge Information Management Specialist, with progress also measured against effective participation in the structured handover of SEARO.

Monitoring of performance will be based on the timely delivery of tasks outlined in the scope of work, the quality and accuracy of technical outputs, and the Analyst’s ability to progressively assume responsibility for SEARO management, analysis, and application. Particular attention will be given to the Analyst’s contribution to ensuring data quality, consistency of analysis across provinces, and the practical use of SEARO outputs in programming and coordination.

The Analyst will be required to prepare and submit monthly progress reports summarizing activities undertaken, key outputs (including SEARO updates and analytical products), coordination efforts, and challenges encountered, along with recommendations for follow-up. Reporting during the handover phase will also include updates on capacity-building progress, knowledge transfer, and readiness to independently manage SEARO systems and processes.

Contributions to inter-agency reporting, UNFPA internal reporting, and briefing materials will be provided as requested. A final report will be submitted at the end of the consultancy, documenting achievements, lessons learned, status of SEARO institutionalization, and recommendations to ensure sustained national ownership and continued application.

Job Requirements:

Qualifications and Experience: 

  • Master’s degree in information management, statistics, computer science, or a related field; OR a Bachelor’s degree in the same fields with at least two (2) years of relevant professional experience.

Knowledge and Experience:

  • Experience in data management, information management, reporting, or programme support, preferably within humanitarian or development contexts.
  • Experience working with data collection, basic analysis, and reporting, including use of tools such as Excel (required).
  • Familiarity with Power BI or similar visualization tools is an asset.
  • Familiarity with humanitarian coordination mechanisms, UN processes, or working with implementing partners is an advantage.
  • Demonstrated familiarity with UNFPA’s mandate and programme areas, including sexual and reproductive health and rights (SRHR), gender equality, and safeguarding/PSEAH.
  • Exposure to Protection from Sexual Exploitation and Abuse (PSEA), including basic training, is desirable.
  • Experience supporting information management systems, databases, or tracking tools is an asset.
  • Strong written and verbal communication skills, with the ability to produce clear and structured reports and summaries.
  • High level of accuracy and attention to detail, particularly in handling data and documentation.
  • Ability to work collaboratively with colleagues, partners, and inter-agency stakeholders.
  • Willingness and ability to learn and progressively take on technical responsibilities, particularly in the context of SEARO handover and capacity building.
  • Strong commitment to UNFPA’s mandate and values, including safeguarding, gender equality, and accountability to affected populations.

Language requirements:

  • Fluency in Oral and Written English is required. 
  • Fluency in Oral and Written Dari/Pasthu is advantaged.

 The consultant is expected to provide all necessary equipment to complete the assignment (computer, software, phone, etc).
