Tdh has been working in Afghanistan since 1995 and carry out projects related to Child Protection, Mother and Child health and Livelihood Programs in Kabul, Balkh, Kunar and Nangarhar provinces.

Job Description:

Job Summary :


The Project Officer, based full‑time in the project implementation areas of Kunar, works under the supervision of the Project Manager and receives functional support from the Program Coordinator and Health/CP Advisors. The role is responsible for leading and monitoring the implementation of all project components in returnee and host communities, ensuring that health and protection services meet Tdh, MoPH, and MoLSA standards and donor requirements. The Project Officer provides technical support to field staff, develops monthly action plans and expenditure forecasts, and prepares regular project reports. The position requires extensive field presence, close coordination with provincial authorities, community structures, and humanitarian stakeholders. As the field‑based Safeguarding and Safety/Security focal point, the Project Officer ensures that project activities, staff movement, and community interactions strictly adhere to Tdh safeguarding policies and security protocols.

Main responsibilities:

1. Project Implementation & Field Supervision

  • Ensure daily presence in the project implementation areas to supervise field teams and activities.

  • Conduct regular supportive supervision to project sites to assist staff in proper delivery of health care and protection services in health facilities and community settings.

  • Provide on‑site support to health facility and protection staff in developing monthly quality reports.

  • Support health facility medical doctors to ensure accurate and proper diagnosis and treatment of clients attending health facilities.

  • Ensure that project activities in the field are implemented in line with Tdh policies, humanitarian principles, and Do‑No‑Harm standards.

2. Technical Support (Health & Protection)

  • Provide technical support to health facilities and protection staff, with guidance from Health and Protection Advisors, to ensure the delivery of quality services in line with MoPH and MoLSA guidelines.

  • Analyze health facility and protection data (including MPCA distribution) to inform timely actions for the prevention and control of communicable diseases.

  • Coordinate with DoLSA for facilitating monitoring visits, obtaining activity approval letters, and submitting monthly child protection reports.

  • Participate in assessments and surveys conducted by Tdh at provincial level.

3. Monitoring, Reporting & Data Management

  • Collect, analyze, and verify monthly reports from all relevant health facilities and submit them to the MEAL department monthly.

  • Coordinate with MEAL for submission of monthly project health reports to MoPH through DHIS2.

  • Develop quarterly, semi‑annual, annual, and final project reports and submit them to Health and Protection Advisors for input and finalization.

  • Ensure all field‑level documentation and data collection follow safeguarding, confidentiality, and data‑protection requirements.

4. Coordination & External Representation

  • Conduct joint field monitoring and supervisory visits with PPHD, UNICEF, DoLSA, WFP, and other relevant stakeholders, and provide feedback to health facility and mobile teams.

  • Participate in coordination meetings led by PPHD, UNICEF, WFP, CPAN, and other provincial bodies.

  • Maintain close coordination with BPHS implementer organizations and UN agencies to align health facility and mobile team activities and avoid duplication.

  • Coordinate project activities with community‑based platforms including health shuras, community elders, district authorities, and religious leaders.

5. Supply Chain & Logistics (Field Operations)

  • Manage the supply of medicines and medical materials to health facilities and mobile teams in a timely manner.

  • Collect and analyze monthly medicine consumption reports and ensure timely replenishment to avoid stock shortages.

  • Initiate purchase requests for medical and non‑medical items required for health facilities and mobile teams.

6. Safeguarding & Child Protection

  • Ensure all field activities comply with Tdh Child Safeguarding Policy, PSEA standards, and Global Code of Conduct.

  • Monitor field practices to ensure no harm or risk is posed to children, beneficiaries, or staff.

  • Ensure all staff and volunteers understand and sign the safeguarding and Code of Conduct requirements before participating in activities.

  • Promote safeguarding awareness in health facilities and community structures.

7. Safety & Security (Focal Point Role)

  • Act as the Safety and Security Focal Point for all project staff in the field.

  • Immediately report any observed or reported security threats, incidents, suspicions, or rumors concerning staff or beneficiary safety.

  • Ensure all staff adhere strictly to Tdh security policies and regional security plans.

8. Administrative & HR Coordination

  • Ensure timely submission of project staff timesheets and leave forms to the HR department.

  • Ensure field teams follow organizational procedures in documentation, attendance, reporting, and compliance matters.

  • Perform any other related tasks assigned by the line manager.

Job Requirements:

Education :

Bachelor’s degree in public health, Project Management, Development Studies, Business Administration, or a related field; Master’s degree preferred. Project management or M&E certifications (e.g., PMD Pro, PRINCE2) are an asset.

Experience / Skills :

Minimum 5 years of project management experience, including at least 3 years managing health and protection projects with INGOs; experienced in coordination with government entities, UN agencies, and community structures, with strong skills in DHIS2 reporting, data analysis, field supervision, safeguarding, PSEA, protection standards, and field-level safety and security protocols.

Languages:

Excellent verbal and written English, in addition to fluency in Local Language/s

IT knowledge :

Microsoft Office package
