Job Description:
1. Background
WASSA is implementing the RBCF project in Badghis Province aimed at strengthening community resilience, climate adaptation, and sustainable livelihoods for vulnerable households including women-headed households, IDPs, returnees, persons with disabilities, and host communities.
The project is implemented through Community-Based Structures (CBSs) as the primary entry point for community mobilization, planning, and implementation of livelihood and protection interventions. The Livelihood Facilitators (male and female) will play a critical role in supporting CBS-led livelihood programming, ensuring inclusive participation, climate resilience integration, and community ownership of interventions.
2. Purpose of the Position
The Livelihood Facilitators will support CBSs and WASSA in planning, implementing, and monitoring community-led, climate-resilient livelihood interventions. The role ensures that livelihood activities are inclusive, gender-sensitive, environmentally sustainable, and aligned with Sida requirements and project objectives.
The position is facilitative in nature, focusing on strengthening CBS capacity rather than direct implementation.
3. Scope of Work
The Livelihood Facilitators will:
- Support CBS-led livelihood planning and implementation processes
- Facilitate capacity building of community members on IGA, TVET, and climate-smart livelihoods
- Ensure inclusion of women, youth, and vulnerable groups in livelihood programming
- Promote climate-resilient and environmentally sustainable practices
- Support monitoring, accountability, and reporting of livelihood activities
4. Key Responsibilities
A. Livelihood Activity Implementation
- Work closely with CBSs to identify livelihood priorities and community needs
- Support CBSs in beneficiary identification, verification, and prioritisation using transparent criteria
- Facilitate participatory livelihood planning processes at community level
- Provide on-the-job mentoring to CBS members on livelihood implementation
- Support CBSs in managing and tracking livelihood inputs and activities
B. Climate-Resilient and Sustainable Livelihoods
- Promote climate-smart livelihood practices relevant to Badghis context, including:
- drought-resistant agriculture
- agroforestry and natural resource management
- water conservation techniques
- Support awareness raising on environmental protection and climate adaptation
- Encourage livelihood diversification to reduce climate-related risks
- Support CBSs to integrate risk mitigation strategies into livelihood planning
C. Capacity Building and Community Mobilisation
- Facilitate training sessions for CBS members on:
- Income Generating Activities (IGA)
- Basic business management and financial literacy
- Technical and vocational skills (TVET linkages)
- Community-based livelihood planning and resource mobilisation
- Strengthen CBS ability to independently design and implement livelihood initiatives
- Promote peer learning between CBSs and community groups
D. Inclusion, Gender and Safeguarding
- Ensure meaningful participation of women, youth, and persons with disabilities
- Work in coordination with female facilitator to ensure safe engagement with women beneficiaries
- Apply Do-No-Harm and conflict-sensitive approaches in all activities
- Support gender-sensitive livelihood programming and safe access to resources
E. Monitoring, Accountability and Reporting
- Support collection of baseline, monitoring, and post-intervention livelihood data
- Ensure sex-, age-, and vulnerability-disaggregated data collection
- Maintain accurate records of beneficiaries, distributions, and training attendance
- Prepare weekly and monthly field progress reports
- Document success stories, challenges, and lessons learned
- Support CBSs in community feedback collection and reporting through FCRM mechanisms
F. Safeguarding and Compliance
- Ensure awareness and promotion of Community Feedback and Response Mechanism (FCRM)
- Immediately report safeguarding concerns according to WASSA and War Child safeguarding policies
- Ensure transparency and fairness in all livelihood-related processes
- Comply with Sida, WASSA, and implementing partner policies at all times
- Maintain strict confidentiality and ethical conduct in all field operations

5. Qualifications and Experience
- Bachelor’s degree in Agriculture, Economics, Business Administration, Rural Development, or related field preferred
- 2–3 years of experience in livelihoods, community development, or rural economic programming
- Experience in IGA, TVET, or climate-resilient agriculture programs
- Strong understanding of local socio-economic context in Badghis Province
- Proven facilitation and community mobilisation skills
- Fluency in local languages (Dari/Pashto); basic English reporting ability desirable

7. Working Conditions
- The position is based in Badghis Province and cover implementation across four target districts. Staff will be required to travel frequently to remote and hard-to-reach villages within the project areas.
- This position is recruited as couple-based roles (1 male and 1 female staff per position) to ensure culturally appropriate access, safe engagement with communities, and effective communication with both men and women beneficiaries in accordance with local norms in Afghanistan.
- In line with Islamic and culturally accepted practices in the project area, the male and female staff recruited as a couple are expected to be Mahram to each other, ensuring safe, acceptable, and unrestricted field mobility.
- No transportation will be provided by WASSA. Therefore, staff are responsible for arranging their own transport for all field-related travel, including visits to remote villages across the four districts.
- The role requires full flexibility to work in rural, conservative, and sometimes insecure environments, while strictly adhering to WASSA security protocols, movement procedures, and safeguarding standards.
- Staff are expected to respect local customs and traditions at all times while upholding humanitarian principles, neutrality, and organizational policies.
