Job Description:

1. Background

WASSA is implementing the RBCF community resilience project in Badghis Province aimed at strengthening community-based protection systems through Community-Based Structures (CBSs), including Community-Based Child Protection Committees (CBCPCs) and other local mechanisms.

The project focuses on enhancing community-led protection, early identification of protection risks, and strengthening referral pathways for vulnerable groups including children, women, persons with disabilities, IDPs, and returnees.

The Protection Facilitators will support CBSs and the Protection Officer in implementing community-level protection and safeguarding activities in a culturally appropriate, safe, and inclusive manner.

2. Purpose of the Position

The Protection Facilitators (male and female) will support CBS-led protection interventions by facilitating community awareness, strengthening local protection mechanisms, and supporting safe identification and referral of protection risks.

The role is primarily facilitative and community-facing, ensuring that CBSs are empowered to take the lead in identifying and responding to protection concerns.

3. Scope of Work

The Protection Facilitators will:

  • Support CBSs in implementing community-based protection activities
  • Facilitate awareness sessions on child protection, safeguarding, and PSEA
  • Support CBS-led identification of protection risks and vulnerable cases
  • Assist in strengthening community referral and feedback mechanisms
  • Promote inclusive participation of vulnerable groups in protection dialogue

4. Key Responsibilities

A. CBS-Led Protection Awareness and Mobilisation

  • Facilitate community awareness sessions in collaboration with CBSs on:
    • child protection principles
    • safeguarding and PSEA
    • prevention of violence, exploitation, and harmful practices
  • Support CBSs to lead and organise awareness activities at community level
  • Conduct separate and safe engagement sessions for women, men, youth, and children where culturally appropriate
  • Support dissemination of IEC materials in local languages through CBS networks
  • Engage with community elders, religious leaders, and influencers to strengthen protective norms

B. Community-Based Protection Strengthening

  • Support CBSs (including CBCPCs) in identifying protection concerns within communities
  • Assist CBSs in documenting and reporting protection risks using approved tools
  • Promote community ownership of protection activities rather than direct service delivery
  • Strengthen community understanding of referral pathways and available services
  • Support CBS-led community dialogue on protection risks linked to climate shocks, displacement, and economic vulnerability

C. Safe Referral and Protection Risk Support

  • Support CBSs in ensuring safe, confidential identification of vulnerable individuals
  • Immediately refer suspected protection cases to the Protection Officer through established channels
  • Maintain strict confidentiality and “need-to-know” principles
  • Support follow-up actions only under instruction from Protection Officer
  • Ensure referrals are safe, ethical, and do no harm

D. Community Feedback and Accountability Support

  • Support CBSs in promoting awareness of Community Feedback and Response Mechanism (FCRM)
  • Assist in collecting community concerns, complaints, and feedback in coordination with CBSs
  • Ensure feedback channels are accessible to women, youth, and persons with disabilities
  • Support documentation of community issues and escalation to Protection Officer/MEAL team

E. Monitoring, Documentation and Reporting

  • Collect field-level protection observations using approved tools (not case management)
  • Support CBSs in maintaining attendance, activity, and awareness records
  • Provide weekly and monthly field updates to the Protection Officer
  • Report emerging trends and risks observed at community level
  • Ensure sex-, age-, and vulnerability-disaggregated information where applicable

F. Safeguarding, Ethics and Compliance

  • Strictly adhere to WASSA Safeguarding, PSEA, and Code of Conduct policies
  • Immediately report safeguarding concerns through established reporting channels
  • Maintain confidentiality and neutrality at all times
  • Apply Do-No-Harm and conflict-sensitive approaches in all activities
  • Ensure safe engagement practices in culturally sensitive environments
  • Perform additional tasks assigned by Protection Officer

Job Requirements:

  • Bachelor’s degree in Social Work, Psychology, Education, Sociology, or related field preferred
  • 2–3 years of experience in protection, social mobilisation, or community engagement
  • Experience working in conservative or conflict-affected settings in Afghanistan
  • Strong facilitation and communication skills
  • Understanding of child protection and safeguarding principles
  • Fluency in local languages (Dari/Pashto required)
  • Basic reporting skills

7. Working Conditions

  • The position is based in Badghis Province and cover implementation across four target districts. Staff will be required to travel frequently to remote and hard-to-reach villages within the project areas.
  • This position is recruited as couple-based roles (1 male and 1 female staff per position) to ensure culturally appropriate access, safe engagement with communities, and effective communication with both men and women beneficiaries in accordance with local norms in Afghanistan.
  • In line with Islamic and culturally accepted practices in the project area, the male and female staff recruited as a couple are expected to be Mahram to each other, ensuring safe, acceptable, and unrestricted field mobility.
  • No transportation will be provided by WASSA. Therefore, staff are responsible for arranging their own transport for all field-related travel, including visits to remote villages across the four districts.
  • The role requires full flexibility to work in rural, conservative, and sometimes insecure environments, while strictly adhering to WASSA security protocols, movement procedures, and safeguarding standards.
  • Staff are expected to respect local customs and traditions at all times while upholding humanitarian principles, neutrality, and organizational policies.
