Job Description:
1. Background
WASSA is implementing the RBCF project in Badghis Province aimed at strengthening community resilience, protection systems, climate adaptation, and sustainable livelihoods through Community-Based Structures (CBSs).
Given the socio-cultural context of rural Afghanistan, particularly in Badghis, effective community engagement requires both male and female staff to ensure safe, inclusive, and culturally appropriate access to all segments of the population.
The Social Organizers will serve as the primary community entry point for mobilization, trust building, CBS formation, and participatory engagement processes.
2. Purpose of the Position
The Social Organizers are responsible for mobilizing communities, facilitating participatory engagement processes, and supporting the establishment and strengthening of Community-Based Structures (CBSs).
The role ensures that communities are actively engaged in identifying priorities, forming representative structures, and participating in inclusive decision-making processes related to protection, livelihoods, and climate resilience.
3. Scope of Work
The Social Organizers will:
- Lead community mobilisation and entry processes
- Facilitate formation and strengthening of CBSs
- Support participatory identification of community priorities
- Promote inclusive representation and community ownership
- Serve as a communication bridge between communities and WASSA
4. Key Responsibilities
A. Community Mobilisation and Entry
- Conduct community entry meetings with elders, religious leaders, and local stakeholders
- Build trust and acceptance within communities for project implementation
- Facilitate inclusive community dialogues on local needs and priorities
- Ensure safe engagement with women through female Social Organizer
- Promote community ownership of project interventions
B. Establishment and Strengthening of CBSs
- Facilitate formation or strengthening of Community-Based Structures (CBSs)
- Ensure representation of women, youth, and marginalized groups within CBSs
- Support CBSs in defining roles, responsibilities, and basic governance systems
- Encourage regular CBS meetings and community-level decision-making
- Promote transparency and accountability within CBS operations
C. Participatory Planning and Community Prioritisation
- Facilitate participatory needs assessments with CBSs and community members
- Support communities to identify and prioritise key issues related to:
- protection
- livelihoods
- climate resilience
- Ensure inclusive participation of vulnerable groups
- Document community priorities and feedback for project planning.
D. Inclusion and Social Safeguarding at Community Level
- Promote Gender Equality and Social Inclusion (GESI) principles in mobilisation processes
- Raise awareness on safeguarding principles in coordination with Protection team
- Support community awareness of Community Feedback and Response Mechanism (FCRM)
- Identify and report safeguarding or protection concerns to relevant staff
- Ensure Do-No-Harm and conflict-sensitive approaches in all engagement
E. Support to Project Implementation
- Support Livelihood, Protection, and Capacity Strengthening teams during field activities
- Assist in organizing trainings, community meetings, and mobilisation events
- Support logistical coordination at community level
- Monitor community participation and engagement quality
- Provide regular field updates to supervisor
F. Monitoring, Documentation and Reporting
- Maintain accurate records of community meetings and CBS formation processes
- Collect basic field data as required
- Document community feedback, challenges, and observations
- Support monitoring visits by project teams and donors
- Provide weekly and monthly progress updates
G. Compliance and Ethical Conduct
- Strictly adhere to WASSA Code of Conduct and safeguarding policies
- Maintain neutrality, transparency, and professionalism
- Respect local cultural norms while ensuring humanitarian principles
- Immediately report safeguarding or misconduct concerns
- Perform additional duties as assigned by supervisor
Job Requirements:
- Bachelor’s degree in Social Sciences, Community Development, Education, Psychology, or related field preferred
- 2–3 years of experience in community engagement or social work
- Strong knowledge of local context in Badghis Province
- Experience working with women and vulnerable groups
- Strong facilitation and interpersonal communication skills
- Fluency in local languages (Dari/Pashto required)

7. Working Conditions
- The position is based in Badghis Province and cover implementation across four target districts. Staff will be required to travel frequently to remote and hard-to-reach villages within the project areas.
- This position is recruited as couple-based roles (1 male and 1 female staff per position) to ensure culturally appropriate access, safe engagement with communities, and effective communication with both men and women beneficiaries in accordance with local norms in Afghanistan.
- In line with Islamic and culturally accepted practices in the project area, the male and female staff recruited as a couple are expected to be Mahram to each other, ensuring safe, acceptable, and unrestricted field mobility.
- No transportation will be provided by WASSA. Therefore, staff are responsible for arranging their own transport for all field-related travel, including visits to remote villages across the four districts.
- The role requires full flexibility to work in rural, conservative, and sometimes insecure environments, while strictly adhering to WASSA security protocols, movement procedures, and safeguarding standards.
- Staff are expected to respect local customs and traditions at all times while upholding humanitarian principles, neutrality, and organizational policies.
